This role supports the Chief Data Officer and their team on a government contract. The Chief Data Office holds a pivotal position within the staff, and the position assumes a key role in this context. This positions primary responsibility will involve close collaboration with diverse staff components to craft predictive analytical solutions that empower data-driven strategic decision-making. This role will utilize data science technologies to handle extensive structured and unstructured datasets, detect patterns within raw data, and construct models for predicting future outcomes or optimizing solutions.
Duties / Responsibilities: This position will include, but is not limited to, the following tasks:

  • Collaborate with key stakeholders to evaluate/uncover strategic insights and identify key assumptions/hypotheses. Continuously refines hypotheses and identifies questions to explore further.
  • Develop the analytical framework that facilitates the integration of the analytic and operational strategies.
  • Apply analytical rigor to define outcome measures, improve prioritization, increase agility in decisions, improve ability to evaluate progress towards outcomes, and evaluate risks to strategic goals.
  • Leverage advanced data-driven problem-solving techniques to manipulate and interpret results, translating findings into insights for strategy management and execution.
  • Incorporate visualization techniques to support the relevant points of the analysis and ease the understanding for less technical audiences.
  • Integrate/transform disparate data sources and determine the appropriate data techniques to apply.
  • Develop Metrics-Based Policy:
    • Formulate data-driven policies to aid various Army functional data communities in advancing their data maturity.
    • Utilize a scorecard system to evaluate adherence to established policies.
  • Establish Army Data Standards:
    • Evaluate existing policies and establish new ones to define and maintain Army data standards.
  • Predictive Analytics:
    • Research and pioneer predictive analytic tools to support military applications.
    • Leverage your expertise to design solutions that cater to operational needs.
  • Data Mining and Analysis:
    • Employ advanced analytical techniques to extract valuable insights from extensive datasets.
    • Utilize your skills to inform strategic and operational decision-making.
  • Hypothesis Testing and Modeling:
    • Identify and rigorously test hypotheses, ensuring statistical significance.
    • Build predictive models tailored for military applications.
  • Data Visualization:
    • Translate quantitative analyses and findings into accessible visual formats.
    • Ensure non-technical audiences gain a clear understanding of the data.
  • Decision Support:
    • Enable the organization to make informed tradeoffs among choices.
    • Provide insights into likely outcomes to facilitate decision-making.
  • Customized Solutions:
    • Tailor analytic solutions to meet the specific needs of clients and stakeholders.
  • Project Leadership:
    • Responsible for larger components of projects, particularly those of moderate to high complexity.
  • Technical Consulting:
    • Act as a technical consultant within your team, guiding project design and implementation.
  • Collaboration and Engagement:
    • Engage actively with the data science community and participate in cross-functional working groups.
  • Participate in pre-exercise meetings as directed by the government.

Basic Required Qualifications and Skills: Note: These are mandatory items that all candidates must have when making application to IMC for this position. Please ensure that your submission addresses each of these requirement items. Candidates without these required elements will not be considered.

  • Bachelors degree in a scientific field of study such as Data Science, Computer Science, Mathematics, Statistics, or Engineering.
  • 5+ years of experience as a Data Scientist or Data Engineer.
  • Position requires on-site support 1-2 days a week, with remote options for the rest of the week, depending on the direction and need of the customer.
  • Experience identifying operational needs and managing strategic plans driven by qualitative/quantitative analysis and insights.
  • Proficient in Python with demonstrated experience mining, cleaning, transforming, and analyzing data to discover, explore, clean, transform, and analyze structured and unstructured data from multiple sources.
  • Experience implementing natural language processing techniques (text summary, topic modeling, named entity recognition, sentiment analysis) to answer questions and provide analysis and insights given a particular corpus.
  • Experience with SQL, data visualization, and Microsoft Power Platform tools.
  • Demonstrated experience using data analytics to formulate data-driven insights and influence business decisions. Demonstrated experience in mathematical and statistical techniques and approaches used to drive fact-based decision-making.
  • Experience in assisting with the development of web applications that adhere to the OPEN Data Act.
  • Broad knowledge of predictive analytic techniques and statistical diagnostics of models.
  • Expert knowledge of predictive toolset.
  • Practical experience with data processing, database programming, and data analytics.
  • Extensive background in data mining and statistical analysis.
  • Able to understand various data structures and common methods in data transformation. Excellent pattern recognition and predictive modeling skills. Skilled in delivering impactful training and presentations to peers, management, and junior leaders.
  • Ability to use analytical results to effectively persuade team or staff management toward specific courses of action.
  • Demonstrated value-driven perspective regarding the understanding of work context and its impact.
  • Ability to convey complex information and exchange ideas clearly and concisely.
  • Proficient in creating technical standards and policies for senior-level organizations.
  • Strong communication skills, both verbally and in written form, for effective interaction with senior officials and various stakeholders.
  • Pursuant to a government contract, this specific position requires U.S. Citizenship.
  • All applicants must have current DoD Secret clearance day one and prior to entry on duty.

Desired Qualifications and Skills: It is desirable that the candidate has the following qualifications:

  • Educational Expertise:
    • A Ph.D. degree in Computer Science, Statistics, Applied Mathematics, or a related field.
  • Demonstrated experience in addressing data-rich challenges through research or programs.
  • Strong background in Machine Learning, showcasing a deep understanding of this field.
  • Proficiency in SQL, enabling effective data management and retrieval.
  • Proven ability to successfully tackle projects involving extensive or incomplete data, providing effective solutions.
  • Active DoD Top Secret clearance.
