National Grid is seeking a Senior Data Analyst for the Third Party Attachments team, located in the Syracuse NY location. This position is under the general direction of the NY Third Party Attachments Manager and is primarily responsible for the billing and invoicing of 3rd party attachers.
Job Purpose
Third party attachments is a function of the Transmission & Distribution Line Engineering and Standardsorganization and is responsible for the end to end management of third party applications for attachment to National Grid distribution and sub-transmission assets, including application intake, invoice, design and electric make ready coordination, and licensing. National Grid is required to allow access to 3rd party customers (including telecommunications companies and internet service providers, among others) to place attachments on our sole and jointly owned Distribution Poles. Third parties who place attachments on National Grid sole and jointly owned assets are charged pole attachment rental which is invoiced on a recurring basis. This role focuses on all billing and invoicing associated with our 3rd party attachers, including annual pole rental and inspections, underground conduit, inspection invoices and associated financial support tasks relating to 3rd Party Attachments.
Key Accountabilities
- Responsible for the thorough understanding and consistent, non-discriminatory application and monitoring of billing and invoicing associated with the 3rd party application processes, including attachers, joint pole owners or other entities including (but not limited to):
- Coordination with attachers / joint owners on payment of invoices,
- Understanding of attacher / joint owner financial obligations,
- Regulatory reporting and Information Requests (IR’s) associated with 3rd party attachments billing / invoicing,
- Coordination with Non-Utility Billing (NUB), collections and outside counsel on overdue / delinquent attachers,
- Management of billing / invoicing associated with joint ownership relationships and other pole owners,
- Assisting in customer billing and revenue reconciliation associated with periodic audits for pole attachments.
- Assist in the development and implementation of asset and business strategies, policies, and procedures within the upstate New York jurisdiction to assure National Grid meets customer requirements and maintains system reliability.
- Ability to develop positive working relationships, internally and externally with a focus on the resolution of customer concerns (often relating to billing or company performance) and fulfill National Grid’s contractual obligations.
- Develop and report on specific performance indicators to be established and communicated between all responsible organizations to address:
- Revenue Reconciliation, Project budget, cost and schedule performance

- Ability to communicate to stakeholders at all levels in the organization.

Qualifications
- Strong overall PC skills with proficiency in MS Office Suite; especially MS Excel, Power Point, Outlook, and Word. Experience with Access beneficial, but not essential.
- Developing towards advanced proficiency with National Grid financial, accounting and process management software: SAP Portal / GUI (NUB, GRC), PowerPlan, STORMS, GIS.
- Bachelor’s degree in the fields of Finance / Accounting, Business Administration, Information Management / Technology, Engineering or equivalent years qualifying experience. A master’s or other advanced degree or diverse utility management experience is preferred.
- Knowledge of budget process, financial accounting, customer relations and account management essential. Knowledge of National Grid engineering and design process, operations, and associated procurement and regulatory processes beneficial, but not essential.
- Strong communication skills necessitated for communication with internal and external stakeholders relating to billing and invoicing and presenting revenue / financial reviews and statements to National Grid leadership team.
- Assist in the development and application of National Grid rates applicable to joint use and joint ownership, including attachment fees, associated rates for National Grid support services, etc.
- Understanding of process improvement and problem-solving techniques.
- Ability to read, understand and interpret language in attachment agreements, contracts and regulatory requirements.
- Analytical skills to aggregate and interpret information from different systems to aid in decision making.
- Understanding of legislative and regulatory directives relating to all aspects of the associated utility infrastructure attachments.
- Provide the required support for the proper representation of National Grid’s position to regulatory and legislative staff in designated proceedings and associated regulatory Information Requests.
- Familiarity of advanced data analytic / visualization software such as Power BI or Tableau beneficial.
- Valid driver’s license and acceptable driving record.

$87,000 - $102,000 a year
