Job Role Summary
The Indoor Air Quality Specialist investigates properties and enforces codes designed to protect public health and the environment as they relate to INDOOR AIR QUALITY. The Indoor Air Quality Specialist inspects and/or performs environmental monitoring in residential, commercial, industrial, and institutional facilities to assess exposure to INDOOR AIR contaminants. The Indoor Air Quality Specialist educates the public and the regulated community on INDOOR AIR QUALITY health issues and the public health principles behind recommended or required actions. The Indoor Air Specialist communicates risk and information to the public through both writing and speech. The Indoor Air Specialist performs assigned tasks related to environmental and public health protection during emergency events or disasters. The Indoor Air Specialist may be required to work after hours and/or to be on call as circumstances warrant. If assigned to the Secondary Hazardous Materials is responsible to complete training to fulfill responsibilities as a Secondary Hazmat responder. Secondary Hazardous Materials Specialist is responsible for conducting emergency responses, inspections, investigations and surveys to incidents or situations involving hazardous materials/wastes, infectious materials, environmental pollution and radiation sources. The Hazardous Materials Specialist performs twenty-four hour (24 hour) response on a rotating basis.
Associated Job Duties

  • Participates in public/environmental health related surveys or public outreach.
  • Assists administrative support staff as needed, e.g., answering the department's main phone line.
  • Performs related duties as required.

Qualifications
Education/Licensure/Certification/Experience
  • BA or BS in environmental health, environmental science, industrial hygiene, public health, or closely related degree with a science based curricula preferred.
  • Minimum of one year of experience in conducting environmental or public health code enforcement or similar related job duties preferred.

Completion of the following courses/curricula/activities within a pre-determined timeframe required:
  • State of Indiana Asbestos Inspector License -Required to have prior to hire or within 6 months of hire date
  • State of Indiana Licensed Radon Tester and National AARST/NNRP Radon Certification Program-Required to have prior to hire or within 12 months of hire date
  • Obtain State of Indiana Hazardous Materials Technician Certification within a year of employment depending on assignment.

Knowledge, Skills & Abilities
Knowledge of:
  • Applicable professional guidelines for Licensed Asbestos Inspectors and Certified Radon Testers and other Federal and State laws and regulations applicable to perform related INDOOR AIR QUALITY work in the State of Indiana.
  • State and federal laws, rules, and regulations regarding INDOOR AIR QUALITY, INDOOR AIR contaminants, building ventilation, INDOOR AIR sampling guidelines, and hazardous air pollutants.
  • Applicable Occupational Safety and Health Administration standards, such as those concerning exposure to blood borne pathogens, toxic substances, airborne pathogens or exposure to other hazards during routine assignments or assignments during public health emergencies.
  • Building science as it relates to INDOOR AIR QUALITY;
  • Public health principles and practices related to INDOOR AIR investigations;
  • Incident Management, including the incident command system.

Ability to:
  • Plan and organize work;
  • Communicate effectively both orally and in writing;
  • Establish effective relationships with staff, other governmental agencies, the business community, management and the public;
  • Avoid and de-escalate conflict and resolve disputes in a professional manner;
  • Use complex environmental monitoring equipment;
  • Use software available within the agency to perform research, record keeping, communication, data analysis, and interpretation;
  • Use Web-based applications, such as search and retrieving information
