Job Summary

Under limited direction and in compliance with technical, administrative, regulatory, or professional standards and guidelines, manages the City of Greenville's Solid Waste Division to include collections of garbage, yard waste, and recycling materials, as well as landfill and bulk services. Plans, directs, and organizes activities of Solid Waste personnel. Reviews and makes recommendations for proposed state, federal, and local regulations to determine the impact on Solid Waste operations. Evaluates and pursues state and federal grant funding to finance Solid Waste programs. Serves as City's liaison for Department of Health and Environmental Control (DHEC), Solid Waste Association of North America (SWANA), Recycling Association, Greenville County, and statewide municipalities in regard to Solid Waste services. Manages Solid Waste and Recycling contracts procured by the City from private companies as it relates to municipal SOLID WASTE and recycling collection programs. Implement policies, procedures, laws and regulations to ensure a safe working environment. Oversees and develops annual division budget to include monitoring expenditures, authorizing purchases, making decisions for material and supply items, and providing budgetary recommendations to senior management. Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them.

  • Manage Solid Waste & Recycling Operations and Personnel: Maintain knowledge of federal, state, and local regulations and ensure compliance with DHEC requirements, government policies, and industry standards. Develop standard operating procedures that will ensure compliance. Supervise division staff by directing work activities, establishing work priorities, rules, and schedules. Direct SOLID WASTE collection, diversion, and recycling programs through staff including reviewing staff recommendations for new programs and changes to existing programs such as requests for proposals and grant submissions; direct the development, revision, and implementation of policies and procedures; explain and interpret policies and procedures for staff; and respond to complaints regarding programs. Review employee performance, complete performance evaluations, coach and counsel employees. Make final decisions on staff hiring and disciplinary actions. Develop long-range plans to meet SOLID WASTE diversion goals. Enforce SOLID WASTE state, local, and municipal laws/code of ordinances directly or through designated staff members. Represent the City at SOLID WASTE program-related conferences, workshops, and meetings to maintain current knowledge of field services. Review and analyze proposed legislation and provide recommendations for action to the Senior Public Works Operations Manager.

  • Administer External Vendor Contracts: Administer contracts with external vendors. Responsible for collaboration, coordination, and development of Request for Proposals, Request for Quotes, and selection of vendors. Request proposals, interpret, and implement financial aspects of contractual agreements. Monitor and track contracts to ensure that all services provided are of the highest quality and consistent with terms of contract. Coordinate effective resolution of vendor issues.

  • Ensure Safety and Manage Risk: Understand and implement policies, procedures, laws and regulations to ensure a safe working environment. Work with all division employees to ensure that they understand and comply with safety policies and procedures to prevent accidents in the workplace. Conduct safety meetings providing pertinent updates on safety issues and problems, demonstrating use of necessary safety equipment required for the job, and obtaining sources for training aids such as videos, booklets, magazines, and trade magazine articles. Conduct reviews of all injuries and accidents, and implement changes and/or training to enhance safety practices. Ensure that accidents are reported to appropriate personnel and management, as well as the Employee Health Clinic within required timeframes, and take corrective action regarding accident investigations.

  • Manage Division Budget: Develop and manage annual operating budget to effectively utilize fiscal resources. Monitor all expenditures to budget line items including but not limited to equipment, materials, and supplies. Implement financial procedures to monitor the division's budget performance, tracking costs. Authorize and make purchases. Interact with vendors.

Job Requirements

  • Associate degree in business administration, public administration, or a related field.
  • Over six (6) years of experience in a Public Works related field, with a minimum of four (4) years of experience as a supervisor.
  • SWANA or American Public Works Association (APWA) Certified Professional and obtain a South Carolina Certified Recycling Professional certification within 12 months of hire.
  • FEMA Certifications ICS 100, 200, 552, 700, and 800 within three (3) months of hire; ICS-300 & 400 within 12 months of hire.

Preferred Qualifications

  • Solid waste management experience.

Driver's License Requirements

  • Valid South Carolina Class D Driver's License.

  • Operational characteristics, services, and activities of a comprehensive SOLID WASTE and recycling program.

  • Solid waste services and recycling industry best practices.

  • Purchasing policies and procedures.
  • Principles of supervision, training and performance evaluation.
  • Solid waste safety policies, practices, and procedures.
  • Principles and practices of safe motor vehicle operation and maintenance.

Ability to:

  • Provide administrative and professional leadership and direction for the Solid Waste and Recycling division.
  • Interpret and apply pertinent federal, state, and local policies, procedures, laws and regulations.
  • Plan, implement and direct the disposal and recycling of SOLID WASTE.
  • Manage, direct, and coordinate the work of supervisory, maintenance, technical, and clerical personnel.
  • Recommend and implement goals, objectives, and practices for providing effective and efficient SOLID WASTE services.
  • Prepare and administer budgets.
  • Manage multiple priorities under the pressure of time demands.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze and evaluate new service delivery methods, procedures, and techniques.
  • Communicate clearly and concisely, both orally and in writing.
  • Effectively manage communications that involve a high degree of difficulty (i.e., contentious, confidential, sensitive, or political) with very diverse, very important contacts both inside and outside of the organization.
  • Establish and maintain effective working relationships with direct reports, coworkers, residents, City officials, businesses, government agencies and the public.
  • Provide information to citizens with questions and respond to and assist in the resolution of concerns and complaints.
  • Enter data into a software database and utilize the information to forecast and plan effectively.
  • Maintain and prepare accurate records and clear and concise reports.
  • Prepare and present technical reports related to all aspects of SOLID WASTE collection and disposal.
  • Handle multiple projects simultaneously and use good judgment in prioritizing work assignments.
  • At an advanced level, read and comprehend vehicle/equipment manuals, technical information, purchase agreements, vendor contracts, policies, etc.
  • Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner.
  • Make mathematical calculations and draw logical conclusions.
  • Drive a City vehicle between facilities and job sites.
  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
  • Utilize specialized software and systems to include electronic purchasing system, time keeping system, work management and asset tracking system, route optimization programs, etc.

Working Conditions

Primary Work Location: Office and field.

Protective Equipment Required: Safety glasses, safety vest steel-toed shoes, hearing protection, and gloves.

Environmental/Health and Safety Factors:

Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Daily exposure to extreme temperature and respiratory hazards. Weekly exposure to wetness and/or humidity, noise and vibration, and physical hazards. Weekly exposure to mechanical hazards and communicable diseases. Monthly exposure to chemical hazards, electrical hazards, and fire hazards.

Physical Demands:

Continuously requires vision, hearing, and talking. Frequently requires reaching, handling, walking, and sitting. Occasionally requires climbing, crouching, fine dexterity, kneeling, foot controls, twisting, lifting, crawling, balancing, carrying, pushing/pulling, and bending. Medium strength demands include exerting 20-50 pounds occasionally, 10-25 pounds frequently, or up to 10 pounds constantly.

Mental Demands:

Frequently requires time pressures, frequent change of tasks, irregular schedule/overtime, performing multiple tasks simultaneously, and emergency situations, working closely with others as part of a team, tedious or exacting work, and noisy/distracting environment.
