Job Duties

The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as a Software Development Lead in the Development Unit. The selected competitive candidate will provide exceptional delivery of services to the agency's Information Management Division.
Job responsibilities will include, but are not limited to:
The purpose of this position is to serve as a technical supervisor/lead for the DMAS Information Management Division with a focus on the Medicaid Enterprise System (MES) Care Management Solution (CRMS) and the MES Encounter Processing Solution (EPS).
As the technical lead this position is responsible for managing multiple concurrent technical projects and providing direction to a technical team comprised of highly skilled software engineers.
This position is also responsible for coordination of testing and scheduling deployments.
This position is a primary liaison with business stakeholders and technical personnel from other MES modules including Provider Services Solution (PRSS), Integration Services Solution (ISS), Pharmacy Benefits Management Solution (PBMS) and Fiscal Agent Services (FAS) and Medicaid Management Information System (MMIS).

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:
Extensive work-related knowledge and experience supervising, leading and mentoring a technical team of employees.
Extensive work-related knowledge and experience leading systems projects.
Extensive work-related experience assigning work to developers and managing team resources for multiple concurrent projects.
Extensive work-related knowledge and experience with data modeling.
Extensive work-related knowledge and experience with data analysis, working with common databases such as Oracle.
Extensive work-related knowledge and experience with data analysis and data mapping.
Extensive work-related knowledge and experience with designing solutions based on requirements.
Extensive work-related knowledge and experience with testing and validating test results is required.
Considerable work-related knowledge and experience interpreting and applying federal and state laws and regulations.
Experience prioritizing and planning work to meet project deadlines.
Experience communicating with both internal, external business stakeholders and technical resources.

Additional Considerations

Competitive candidates will meet these additional considerations:
Experience with writing and executing effective SQL statements.
Experience as a developer. Experience with and ability to use common ETL tools.
Experience with Medicaid Enterprise Solutions including Member, Claims, Provider, Financial and Care Management Experience with X12 EDI transaction sets including 837, 835.
Experience with Managed Care Encounters.
Experience with Mongo DB Experience working with Managed Care Plans.
