About The Position

Anoka County Child Foster Care Licensing provides supportive case management services to families and/or foster parents while collaborating with service providers and assisting families with the coordination of mental health, chemical dependency and/or disability services.
The Anoka County Community Social Service and Behavioral Health Department guides our community as the starting point for getting help with family issue and their ability to care for their children, disability services, mental health, and chemical dependency challenges. The team Is dedicated to providing excellent quality service to adults, children and families, as well as providing resources to the county.
This full-time, exempt, benefit-eligible position is located at the Anoka County Government Center.
Pay and Benefits

  • Standard hiring rate: $60,819 to $72,966 annually ($29.24 to $35.08 per hour). Exempt.
  • 2023 Anoka County Salary Schedule, Grade 32: $60,819 to $85,113 ($29.24 to $40.92 per hour).

Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Social Worker - Child Foster Care Licensing.
  • Evaluate and assess prospective foster parents and their physical home environment as they go through initial screening and licensing to determine or evaluate readiness and ability to provide foster care.
  • Write home studies and complete all documentation as required by the State of Minnesota and agency standards.
  • Provides consultation, support, and training for foster parents.
  • Maintain files and records as required by agency policy and state regulations.
  • Support foster families in navigating relationships with birth families, caseworkers, and other members of the team.
  • Review child placement referrals to identify a foster home that can meet child needs; coordinate with foster care staff and supervisor as needed.
  • Review and audit foster home files to ensure adherence to licensing requirements.
  • Partner with caseworkers to ensure safety and wellbeing of child(ren) in home.
  • Ensure foster home licensing, recruitment, and placement practices align with state and federal regulations.
  • Investigate complaints and assess disqualifying factors on background checks and make recommendations to the Department of Human Services (DHS) in consultation with the Anoka County Attorney's office.
  • Communicate rule violations to the caseworker and foster parent in a timely manner, while also working with the foster parent to correct violations.
  • Assist in program development, training, recruitment, and retention activities.

Required Qualifications
  • Bachelor's degree in social work or a closely related field.
  • Two years of full-time (2,080 annual hours) job-related experience in child welfare, child foster care or closely related field.
  • Valid driver's license and vehicle available for business use.

Preferred Qualifications
  • Master's degree or higher in social work or a closely related field.
  • Four years or more (2,080 annual hours) of job-related experience in child welfare, child foster care or closely related field.

Knowledge, Skills, and Abilities needed:
  • Knowledge of the principles, methods, and techniques of social work.
  • Problem solving and crisis management skills.
  • Able to remain calm, objective, and professional while working under stressful conditions.
  • Understanding of Minnesota child welfare guidelines, including state and federal laws and programs.
