This opportunity would report to the Vice President, Public Health, Preparedness and Response Programs within Optum Serve Health Services (OSHS). The Program Manager (PM) for Federal Emergency Management Agency (FEMA) Vaccination Services and the Department of Homeland Security (DHS) Vaccination Services is a trusted advisor responsible for the end-to-end leadership across the FEMA and DHS Vaccination Services programs to include seamless team leadership, program delivery, quality control, financial management, reporting and client satisfaction and experience.

The person in this role will develop plans and timelines for program deliverables, performance metrics, trend analysis, and identification of opportunities to improve efficiency, effectiveness, and experience. They will effectively build and maintain business relationships with FEMA and DHS, as well as internal and vendor partners, in order to meet and exceed program goals.

As the PM for FEMA and DHS Vaccination Services, ultimately responsible for the overall success of the program

Primary Responsibilities:

  • Serve as the primary representative to intervace between the contractor, contracting officer (CO) and contracting officer's representative (COR)
  • Position in this function is responsible for all aspects of the customer relationship as it pertains to contract development, operational implementation and contract compliance. Must be the contact and operational expert when interacting with the customer, understanding system needs, and operational administrative requirements thus ensuring customer satisfaction and operational compliance
  • Measure process performance, anticipate and monitor customer trends for demands on services, develop plans, and sets goals that lead to improved operational effectiveness and efficiency for each customer
  • Develop and maintain relationships with all levels of staff throughout the organization and act as primary liaison between operational departments specifically regarding issue resolution, processes, training, education and support for customers
  • Track contract deliverables to include scope of services, terms and conditions, pricing and billing and performance standards/KPIs, and follow-up items between internal departments and customers
  • Provide contract status reports to the desibnaged CO, COR and FEMA or DHS Program Managers
  • Assist in the implementation of new business or changing customer requirements into operations based on project management principles with regard to setting deadlines, assigning responsibilities and monitoring and reporting progress while maintaining the scope, cost, and time objectives
  • Define and develop operational processes to meet requirements of new and existing customers and participate with departmental managers, supervisors, employees to finalize those processes in each area to meet the needs of the customer
  • Provide regular customer and operational updates and reports to the Vice President, Public Health, Preparedness and Response Programs on the state of contract positioning for business development
  • Complete data reporting and analysis to make informed decisions on process changes, cost saving initiatives and efficiencies that can be gained that will effect the profitability of the contract
  • Lead, coach and mentor direct and indirect teams

Competencies:

  • Ability to communicate effectively both verbally and in writing to include technical writing, proofreading, presenting plans, processes, and methodologies to customers
  • Willingness to make full-time commitment to multiple customer accounts
  • Solid organization, planning, interpersonal and multi-tasking skills
  • Must be a self-starter and comfortable with confidential information
  • Attention to detail, strong problem-solving and time-management skills required

Required Qualifications:

  • Bachelor's Degree in Business or related field; or equivalent combination of education, experience and/or applicable military experience will be considered
  • 5+ years of relevant experience
  • Supervisory experience
  • 2+ years of contract management and project management experience
  • Experience managing multiple, complex client relationships with sound judgment
  • Experience in researching, design and implementation solutions to problems involving analytical and creative elements
  • Proficient in Microsoft Office Suite: Word, Excel, Project, PowerPoint, Outlook, and SharePoint
  • Proven project and team leadership skills to establish rapport, trust and confidence with internal departments, staff, and customers
  • Proven ability to travel up to 50% for customer engagement, partnership development, program improvement, direct observation and program execution review

Preferred Qualifications:

  • Project management course work or certification
  • Demonstrated experience managing a government contract (Federal or State) with TCV greater than $20M
  • Advanced understanding of workflow processes
  • Proven solid technical and regulatory knowledge

California, Colorado, Connecticut, Nevada, New York, Rhode Island, or Washington Residents Only: The salary range for California, Colorado, Connecticut, Nevada, New York, Rhode Island or Washington residents is $101,200 to $184,000. Pay is based on several factors including but not limited to education, work experience, certifications, etc. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
