Description
The City of Hanford Public Works Department is recruiting for the position of Senior Utilities Maintenance Worker. This position is to organize, assign and review the work of assigned staff engaged in the installation, repair and maintenance of water and storm drainage system facilities; to perform duties requiring specialized knowledge; and to provide technical support to assigned supervisor.
This is the advanced journey level in the Utilities Maintenance Worker series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within this series, including providing technical and functional supervision over assigned personnel and performing inspections of maintenance and repair work in progress. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility.
Examples of Duties
EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:
Plan, prioritize, and review the work of staff assigned to a variety of maintenance and repair functions in the provision of safe drinking water and/or storm drainage systems.
Oversee and participate in maintenance and repair of fire hydrants, supply lines and valves that supply adequate water pressure for fire protection.
Develop schedules and methods to accomplish assignments ensuring work is completed in a timely and efficient manner.
Participate in evaluating the activities of staff, recommending improvements and modifications; inspect maintenance and repair projects in progress; review and control quality of work.
Provide and coordinate staff training; work with employees to correct deficiencies.
Issue water violation citations and install water restrictors.
Troubleshoot chlorine equipment; order chlorine liquid for wells and track chlorine usage.
Order supplies and equipment for work projects.
Perform the most difficult work related to skilled Utilities Maintenance, repair and installation projects.
Operate, maintain and repair a variety of hand and power tools.
Perform manual labor and/or operate heavy and medium equipment on a maintenance crew as needed.
Complete a variety of logs, documents, and reports related to maintenance projects.
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
Foster an environment that embraces diversity, integrity, trust, and respect.
Be an integral team player, which involves flexibility, cooperation, and communication.
Perform related duties as assigned.
Qualifications
MINIMUM QUALIFICATIONS
Knowledge of:
Principles and practices of organizing, assigning, training and reviewing the work of assigned maintenance staff.
Principles and practices of area of assignment, such as telemetry systems, storm drainage infrastructure, cross connection programs, backflow devices, water wells and lift stations.
Safe work practices.
Methods, tools, materials and equipment used in area of assignment.
Pertinent federal, state and local laws, regulations and ordinances.
Basic mathematical concepts.
Ability to:
Provide technical and functional supervision over assigned staff; effectively train staff.
Perform the most complex duties related to assigned maintenance functions.
On a continuous basis, know and understand maintenance activities and observe safety rules. Intermittently, analyze problem equipment; identify safety hazards; locate equipment; interpret work orders; remember how to operate equipment; and explain jobs to other employees.
Intermittently, sit while driving a piece of equipment; stand and walk while performing maintenance activities; bend and twist to adjust equipment; kneel and squat to review work; climb up on to heavy equipment to test or inspect systems; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less.
Read and interpret plans and blueprints.
Perform mathematical calculations.
Operate and maintain a variety of hand and power tools.
Safely and efficiently operate heavy and medium equipment.
Use sound judgment in recognizing scope of authority.
Operate and use modern office equipment including computers and applicable software.

Experience and Education
Any combination of experience and education that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience
Two years of responsible journey level Utilities Maintenance experience similar to Utilities Maintenance Worker II with the City of Hanford.
Education:
Equivalent to the completion of the twelfth grade.
License and Certificate
Possession of, or ability to obtain, a valid California Class C driver's license.
Possession of, or ability to obtain, a current, valid California Class B driver's license with air brake and tanker endorsements within twelve months of appointment.
Possession of a Grade 1 Water Treatment Operator certificate (T1) or appropriate license as determined by the State Water Resource Control Board.
Possession of a Grade 2 Water Distribution Operator certificate (D2) or appropriate license as determined by the State Water Resource Control Board.
Possession of, or ability to obtain, a Backflow Specialist certificate within eighteen months of appointment.
Additional Information
Screening will consist of a competitive assessment of relevant education, training, and work experience to be followed by a written examination and/or an interview before an Oral Board to determine the most qualified candidates. Applicants meeting the minimum qualifications are not guaranteed advancement to an interview, and the decision of the screening committee is final. Those candidates who are determined eligible for appointment to the position will be placed on the City's Certified Eligibility List. Applicants will receive written notification regarding the results of all phases of the recruitment process up to the establishment of the Eligibility List, if applicable.
EMPLOYEE BENEFITS:
- Public Employees' Retirement System: The City provides the PERS retirement program, 3% at 60 for Classic Members and 2% at 62 for New Members.
- Holidays: Twelve specific holidays, plus two floating holidays (16 hours total).
- Vacation: Vacation leave starts at 11 days annually, increasing to 20 days based on time in service.
- Sick Leave: Sick leave accrual of 12 days per year with unlimited accumulation. At retirement, unused sick leave may be applied toward retirement benefits for Classic Members.
- Medical, Dental, and Vision Insurance: The City provides a paid health insurance program, life insurance, and dental for the employee and his/her family at a 60% city and 40% employee shared cost. In addition, vision is paid at 100% for employees.
- Life Insurance: A life insurance policy of $50,000 is provided for members of this bargaining unit.
- Matching Deferred Compensation Plan up to $75.
- Tuition Reimbursement: A tuition reimbursement plan is available for work-related study for up to $5,000 per fiscal year.
- Longevity Pay:
- Upon completion of 10 consecutive years of active service with the City of Hanford an additional 2% above base wage will be awarded.
- Upon completion of 15 consecutive years of active service with the City of Hanford an additional 3% above base wage will be awarded.
- Upon completion of 20 consecutive years of service with the City of Hanford an additional 5% above base wage will be awarded.
