Overview: 

The position provides multi-state tax administration and accounting services for Oak Ridge National Laboratory.  This position works closely with managers and other personnel to address complex tax accounting issues by providing technical accounting advice and strategic guidance. Activities involve working closely within the Accounting Operations Division and with other groups such as Human Resources and General Counsel to support tax administration and accounting activities for UT-Battelle. The position involves a high level of independent judgment, decision-making, accuracy, creativity, and initiative while protecting business sensitive information. The incumbent will assist the Group Leader of this section with various assignments and other projects as they are assigned.

Major Duties/Responsibilities:

• Conducts tax research, reviews current tax law, and analyzes data to resolve tax related issues
• Analyze and evaluate state and local business tax nexus issues
• Assess and analyze federal, state, and local business license and employment tax laws
• Provides overall technical tax advice for sales and use, excise, fuel, foreign, federal, state, local, and any other applicable taxes related to the operation of the UT-Battelle Management and Operating (M&O) contract
• Registration with applicable state and local jurisdiction taxing authorities
• Calculation and preparation of applicable federal, state, and local tax returns
• Research tax issues, form independent judgments and provide recommendations to management for resolution
• Adhere to strict monthly, quarterly, fiscal and calendar year required reporting deadlines
• Identify, interpret, and analyze potential tax accounting risks and issues
• Calculations of liabilities and accruals for the taxes due
• Reviews sales and use tax purchases for reporting state taxability. Ensures sales and use tax is in compliance with company guidelines and tax calculation methodology.
• Prepare proper supporting documentation for all necessary journal entries
• Manages tax related documents, desk procedures and company related tax policies and procedures
• Develop understanding of and ability to apply accounting and financial reporting standards and government rules and regulations
• Analyze quantitative data or complex problems of various types
• Identify/correct inconsistent data, solve problems and develop new methods of analysis
• Ability to become familiar with the ORNL Accounting system and external databases to proficiently perform required tasks
• Provides assistance, backup, and other special projects assigned within other areas of the General Ledger and Reporting group
• Ensure compliance with internal environment, safety, health, and quality program requirements
• Maintain strong commitment to the implementation and perpetuation of values and ethics

Basic Qualifications:

• Bachelor's degree in accounting or finance and a minimum of eight years of broad training and experience in accounting or finance.
• Knowledgeable and familiar with federal, state, and local tax regulations, particulary TN sales and use taxation.
• Experience in multi-state tax administration and accounting.
• Demonstrated planning and organizing skills, ability to coordinate many projects simultaneously with changing priorities, and excellent problem analysis and resolution skills are required. 
• Must possess the ability and willingness to work effectively as a member of a team, as well as independently, as required.  
• Excellent attention to detail, well-developed written and oral communication skills, and an ability to conduct analysis of accounting information and effectively present impacts.
• Demonstrated ability to assess priorities, allocate workloads and meet conflicting deadlines.
• Requires proficiency in applying accounting principles, policies, and procedures, and knowledge of generally accepted accounting principles (GAAP). 
• Ability to interface with scientific and technical staff. 
• Requires proficiency in Microsoft Office, spreadsheets, databases, and word processing software, such as Excel, Access, Word, and Adobe Acrobat.
• Certified Public Accountant (CPA) certification.

Preferred Qualifications:

• Public accounting experience involving financial reporting, tax, and audit. 
• Master's degree in accounting or finance with seven or more years of broad training and experience.
• Knowledge of UT-Battelle, LLC and DOE accounting systems, policies, and procedures is desired.
• SAP experience.

Work Direction and Interfaces: Reports to the Group Leader, General Ledger and Reporting in the Accounting Operations Division
