Job description

Kaiva Tech, LLC is seeking a Senior Operations Watch Officer in theNational Capital Region.

Clearance: Active Secret Clearance required.

Workplace Type: This position is onsite.

Shift Timings: The hours may be 6AM - 2PM, 2PM - 10PM. 10PM - 6AM EST.

Summary Overview:

Senior Operations Watch Officer performs a variety of unusual complex analytical, research, and reporting duties relative to evaluating information for events occurring or having the potential to occur within the security/emergency management environment. The incumbent serves as a subject-matter expert and provides analytical information that requires coordination with intelligence communities, Federal law enforcement communities, and international organizations, which is used towards USAID policy and procedural development, and creating strategies related to intelligence information-sharing and threat assessments.

Essential Duties and Responsibilities:

As aSenior Operations Watch Officer, you will be responsible for, but not limited to, the following:

  • Required to understand the contingency plans and continuity of operations (COOP) planning.

  • Onboarding: Facilitating the transition of new contractors onto the contract and on-site (when applicable) including badging, connecting with Activity Manager and co-workers, and developing standard operating procedures (SOPs) to capture proper steps and lessons learned.

  • Training: Work with the Activity Manager and government personnel to ensure proper training is provided to and accomplished by contractor staff for all job-related tasks and requirements.

  • May evaluate and produce directions regarding efficiency issues and evaluation of major administrative aspects within ADICC.

  • Develop plans to ensure the capability to continue essential functions.

  • The design and development of new programs/projects, including initial reconnaissance of projects, and preparation of scopes of work for feasibility studies.

  • Reviews program/project proposals for economic, financial, technical, social, and environmental soundness; and recommends or takes appropriate action.

  • Issue Resolution: Act as the mediator to address and route concerns, issues, and recommendations between contractor staff and government personnel.

  • Scheduling and General Supervision: Work closely with the Activity Manager or designated appointee to develop and maintain a contractor schedule to ensure 100% coverage of a 24/7/365 watch and rotation and ensure proper timekeeping. Provide on-site (when applicable) supervision to support the customer, passing guidance, developing SOPs, identifying deficiencies and concerns, and recommending courses of action to improve the process.

  • Provides supervisory responsibility of the Mid and Junior Level Watch Officers on their assigned shift. Assist leadership by maintaining a common operating picture for the Command Center, following the directives and guidance provided by the chain of command, Laws, Regulations, ADS, and SOPs. Assists in responding to leadership requests for information, notifications, briefings, shift reports, and monitoring and tracking events.

  • Monitors open-source intelligence, news media, and DoS cables. Knowledgeable of agency contingency plans and COOP plans. Capable of sending Emergency Notifications.

  • Maintains active control and reporting on all activity logs and requests for information. Coordinates requests for information from leadership, employees, and partners organizations. Assists in advising USAID leadership on the timing, scale, and scope of the USG Biological incident, Fallen Colleague response with emphasis on operational planning and emergency implementation.

  • Accomplishes critical work related to the conceptualization, design, documentation, and/or management of programs and/or projects that focus on the operational aspects of the task force. Evaluate mission-specific and/or centralized response programs and projects.

  • Evaluates options and develops specific operational plans appropriate to the emergencies impacting USAID operations worldwide, including biological incidents.

  • Manages the agency's emergency initiatives through inter-agency response strategies, developing timely program and operations implementation and evaluating the effectiveness of these programs.

  • Coordinates with other U.S. Government agencies involved in the COVID-19 and emergency response from operations and policy perspectives. Regular communications and interaction with principals in the Department of State (DOS), Office of Personnel Management (OPM), the Center for Disease Control (CDC) and other executive branch agencies.

  • Integrates with Programs to identify priorities and direct / re-prioritize support.

  • Provides advice and guidance on operational challenges facing an agency having responsibility for crisis response with international scope and impact, such as justifying or settling matters involving a significant program policy in the arena of safety and security, logistics, overseas administration, and continuity of operations.

Required Experience and Skills:

  • Must have at least 2 years of experience in the following: military, emergency management, law enforcement, and/or intelligence community.

  • The ideal candidate should have had experience as an Embassy Security Guard, Civil Military Affairs, Intelligence, Counterintelligence, Command and Control, CID, Geospatial Intelligence, Fusion Analyst, Surveillance and Reconnaissance, SCRY Analyst, Emergency Management, Paralegal, Military Admin, Public Affairs, Mil Resource Management & Support, Targeting Analyst, Management operations, Visual Information Specialist, Mil Human Resources, Mil Mortuary Affairs Specialist, National Capital or FEMA Command/ Operation Centers, International Studies.

  • MUST be organized and detail-oriented and will be accountable for high standards of precision in their work product.

  • Must demonstrate proactive approaches to problem-solving with strong decision-making capability.

  • Proven ability to handle confidential information with discretion, be adaptable to various competing demands.

  • Must demonstrate a good attitude and be capable of maintaining individual skill sets.

  • Be able to brief and present reports.

  • Position requires motivation and ability to work effectively in a demanding, time sensitive and oftentimes charged environment.

  • Must have basic skills using Microsoft and Google Suite Products (Word, Excel, Power Point) and be able to learn new software as the situation dictates. (Certificates in google suites is a plus)

  • Strong research skills: Must be able to plan, develop, organize and conduct special research studies providing comprehensive assessments of broad, exceptionally complex, or highly sensitive issues within the assigned area. Develop methods of evaluating the validity, accuracy, and reliability of a broad array and high volume of information, for translation into intelligence relevant to the organization.

  • Strong verbal and written communication skills: Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies to effectively carry out the duties of this position. Must be proficient in crafting all types of correspondence that reach their target audience with clarity and comprehension to include the senior management level. Must be skillful in giving briefs, guidance, and methodologies to a diverse audience.

  • Must be a U.S. citizen and possess and maintain a Secret Security clearance.

Desired Experience and Skills:

  • Geospatial imagery experience is a plus in SCRY, Gotham, and ARCGIS..

Education:

  • Associate degree or currently enrolled in a 2- or 4-year degree-seeking program or higher

  • None.

Physical Requirements:

  • Normal Office environment.
  • Must have the ability to be flexible and backfill shifts when applicable in support of full coverage of Command Center.

  • The hours may be 6AM - 2PM, 2PM - 10PM. 10PM - 6AM EST.
