King County Housing Authority (KCHA) is actively seeking an accomplished professional for the position of Senior Manager of Research & Evaluation(Senior Administrative Program Manager) to lead our research and evaluation endeavors. In this pivotal role, you will lead efforts to use research, data analysis and program evaluations that foster organizational learning and drive collaborative research projects, shaping the organization's landscape. Essential Functions
The Senior Manager of Research & Evaluation will:
- Mentor and support the research and evaluation team including hiring and staff planning, providing training, direction and oversight to individual staff, and ensuring completion of individual and team work-plans and initiatives.
- Develop an overarching vision for the role of Research, evaluation and learning within the organization in addition to developing a learning agenda for assigned initiatives.
- Collaborate with the Senior Vice President of Policy, Research, and Social Impact Initiatives and the President/CEO to shape the Authority's Research Agenda, fostering partnerships with universities, think-tanks, philanthropic agencies, governmental partners, and media to enhance the evidence base on affordable housing.
- Develop funding strategies, recommend applied research design and implementation, and oversee the translation and dissemination of study results.
- Use research, analysis, and assessment findings to develop policy and program recommendations for executive and Senior-level management, KCHA's Board of Commissioners, and external partners, industry leaders and policymakers.
- Develop and manage processes, learning formats, and communication tools to ensure research, measurement, analysis, and evaluation results are disseminated in practical and actionable formats for staff at all KCHA levels.
- Lead data management, statistical analysis, and analytic efforts to ensure robust data practices to be used to inform agency policy and practice; manages third-party data sharing to ensure compliance with Authority objectives and regulations.
- Direct KCHA's measurement and evaluation activities for Moving to Work (MTW) initiatives and policies to ensure robust evidence and learning to inform program and policy scaling, pivots, and other adjustments; assists operational teams on program design and measurement.
- Provide leadership and recommendations for emergent agency strategies and makes recommendations with regard to organizational policy initiatives.
- Oversee, plan, and monitor the research and evaluation division budget, including management and reporting of third-party grants received.
Qualifications and Competencies
Required Qualifications:
- Bachelor's degree in public administration, statistics, sociology, or related field AND
- Considerable (3+ to 5 years) experience leading applied research/evaluation studies, with preference given to experience in applied research/evaluation of affordable housing programs and/or policies OR
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
- Demonstrated ability to provide effective leadership to groups and individuals, while maintaining positive working relations with staff at all levels, consultants, public and private officials, and the general public.
- Demonstrated proficiency in cultivating an inclusive work environment that values and appreciates diversity, treats others with respect, and fosters cooperation.
- Skilled in establishing and sustaining relationships, fostering consensus, and applying customer service techniques.
- Proven track record in successfully supervising and leading research and evaluation staff, showcasing effective coaching, mentoring, and motivation in a dynamic work environment, including providing real-time feedback and conducting performance appraisals.
- Exceptional program management skills, with the ability to take initiative and effectively prioritize and handle multiple projects simultaneously.
- Proven proficiency in advanced data gathering, including quantitative and qualitative data collection, surveys, analysis, and evaluation techniques.
- Knowledge of and familiarity with analytic software programs such as Stata, Tableau, and or GIS; proficiency with MS Office to include Word, Excel, Outlook, Power Point, and database software.
- Evaluates issues, identifies multiple solutions, and executes recommendations, showcasing critical, creative, and reflective thinking.
- Proficient in comprehending, interpreting, articulating, and applying policies and procedures; capable of presenting proposals and recommendations with clarity, logic, and persuasiveness, both orally and in writing.
- Demonstrated experience in overseeing, planning, and monitoring a division budget.
- Familiarity with affordable housing policy and research, and/or understanding of related social policy areas such as homelessness, health, education, or other relevant fields.
- Adapts to evolving business needs and work responsibilities, responding positively to change while embracing and incorporating new practices and values.

- The successful candidate will need to have access to reliable transportation to meet the business needs of the Agency.

Work Environment:
After initial onboarding, this position will have the opportunity to work remotely up to 60% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and have the ability to report to the Central Office in Tukwila will be required. Some local and domestic travel may be required to support KCHA business needs.
