Class Summary
Job DescriptionThis position will be responsible for collaborating with Information Technology Services, improving risk management processes and internal controls. This position will be responsible for performing compliance, operational, and financial reviews of various operations according to professional audit standards. The position will be documenting business processes, performing tests of controls, and preparing audit reports for the Board of Commissioners, Elected Officials, and County Management.
Essential Duties
  • Participating in Information Technology (IT) and other operational risk assessments and developing audit plans
  • Identifying key departmental objectives, risks, and controls; providing management with relevant and useful information about risk management processes and control activities
  • Coordinating audit activities including data request submissions; executing control tests and evaluating results; obtaining evidence to evaluate the effectiveness of key controls; determining efficiency of key controls
  • Producing audit work papers that are clear, reliable, and comply with quality standards
  • Preparing concise audit reports and gaining concurrence from control owners prior to publication
  • Participating in and supporting internal quality assurance processes
  • Reviewing audit work papers and reports prepared by auditors to ensure compliance
  • Maintaining procedures to ensure timely completion of audits and projects
  • Completing data analysis, research, and ad hoc investigations
  • Maintaining technical skills through relevant continued professional education
Public Speaking Duties
  • Leading meetings with stakeholders
  • Presenting to management and control owners
Grade
The grade for this position is 108. Salary will be determined based on relevant education and experience.
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
Minimum Qualifications
  • Bachelor's degree in accounting, business administration, public administration, public policy analysis, internal auditing, finance, or information technology
  • Eight years of professional auditing or analyst experience
    • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
  • Three years of project management experience
  • Valid driver's license

Preferred Qualifications
  • Master's degree in business administration or public administration
  • Three years of IT audit experience
  • Governmental audit experience
  • Certified Information Systems Auditor (CISA), Certified Public Accountant (CPA), Certified Internal Auditor (CIA), and/or Certified Fraud Examiner (CFE)
  • Working knowledge of the International Professional Practices Framework and/or Government Accountability Office (GAO) yellow book

The County Administrator and County Attorney are appointed by the Board of Commissioners and serve at its pleasure. To implement the Board's policy directives, the County Administrator uses a management team consisting of members of his immediate staff and 14 department directors. The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County's values.
In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
