DEPARTMENT OF HEALTH & HUMAN SERVICES:

Senior Human Resources Analysts function as specialists and/or lead workers performing complex professional Human Resources services to departments across the organization and assist in the development, revision and implementation of Human Resources programs. They work closely with department managers, supervisors and employees in the interpretation and application of personnel policies and regulations, counsel managers and employees on Human Resources procedures and practices, and perform a variety of analytical studies and projects.
In this specific area of assignment, the senior analyst will conduct complex organization-wide classification studies, participate in classification plan maintenance and compensation studies and provide data gathering and analysis for the County's bargaining teams. The senior analyst will also work with department hiring managers to develop staffing plans, strategies, and timelines to ensure competent and diverse candidate pools.
There is currently one full-time vacancy in the Health & Human Services Department, Human Resources Division.
HYBRID WORK SCHEDULE:
Health and Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. An option to telework up to three days per week and work the remaining days onsite in San Rafael, CA is available; however, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. While onboarding and training, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.OUR HIGHLY QUALIFIED CANDIDATE: If you are our ideal candidate, you are an experienced Human Resources professional with excellent analytical, research, and project management skills and demonstrate an exceptional customer service orientation. You are articulate and effective in written and oral communication and possess the ability to work collaboratively with team members and personnel at all levels of the organization, including high-level officials and managers, employee representatives and external partners. You possess the ability to exercise responsibility, initiative, ingenuity, and independent analysis and judgment. Because the primary work will be split between classification and compensation projects, regular classification and compensation studies, and recruitments, you possess extensive professional level classification and compensation and recruitment experience.
You also have the ability to train and coach others on HR functions virtually and in person and can work with your clients in a consultative and collaborative manner and incorporate business and organizational needs and approaches learned to develop creative solutions. In addition, you have knowledge of federal, state, and local laws and regulations related to Human Resources management, as well as best practices and trends in the field.
We recognize your time is valuable, so please note that you must have at least the following required Minimum Qualifications in order to be considered for this position: Any combination of education and experience that would provide the necessary knowledge and abilities listed in the class specification. Typically, equivalent to college graduation with major course work in business or public administration, personnel administration, industrial relations, public policy, psychology, law, or a field related to the work and three years of experience performing professional Human Resources work. At least one year of the required professional experience must have included journey level experience in the area of assignment. Experience in a public and/or governmental agency is highly desirable. Additional professional/technical Human Resources experience may be substituted for the education on a year for year basis.

TESTING AND ELIGIBLE LIST: Depending on the number of qualified applications received, the examination process may consist of a highly qualified review, application screening, online assessment, written examination, oral examination, performance examination, or any combination to determine which candidates' names will be placed on the eligible list. The eligible list established from this recruitment will be used to fill the current vacancy and any future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active.
SPECIAL REQUIREMENTS: Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.

DISASTER SERVICE WORKERS:
All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
