The Foundation for the National Institutes of Health (FNIH) seeks a Senior HR / Learning and Development Officer, responsible for delivering a broad suite of human resources services, and in particular to develop and implement professional development, performance, and evaluation initiatives that maximize the potential of FNIH?s workforce and furthers its mission. Programs could range from leadership development and project management to performance assessment and succession planning. The goal is to ensure that the Foundation is a place of continuous learning and discovery, to accelerate the careers and impact of its people, and to deliver on its biomedical research mandate. Reporting to the AVP of Operations, the successful candidate will have a significant impact in helping the Foundation achieve its strategic goals in a dynamic, post-pandemic environment.
ESSENTIAL FUNCTIONS
Learning and Development
- In collaboration with the AVP, the Foundation?s Leadership Team, supervisors, and employees across the organization, identify professional development needs and opportunities, and develop and seek support for strategies that address them.
- Implement agreed learning and Development strategies, which may include collaborating with departments and supervisors concerning their needs, arranging and promoting trainings, organizing opportunities for mentorship and coaching, and enhancing offerings available in the Foundation?s Learning Management System (LMS).
Performance and Evaluation
- Enhance the Foundation?s methods of identifying and evaluating individual, departmental, and organizational performance.
- Provide guidance, training and support to implement organizational performance activities managers and employees during performance review activities.
General Human Resources
- Provide a high level of customer service, responding in a timely and accurate manner to internal stakeholders and external parties (e.g., applicants and vendors) on HR- and benefits-related requests, questions, and concerns.
- Support and champion HR-focused diversity, equity, inclusion and accessibility (DEIA) activities, including development and implementation of policies and procedures to support and bolster FNIH?s commitment to creating a workplace that exemplifies its DEIA values.
- Support hiring managers and search committees with recruiting activities, including advising on best practices in recruiting, drafting and updating position descriptions and job ads, resume review, screening interviews, liaising with recruiting firms, and assisting interview teams with related activities.
- Continually assess and improve the Foundation?s onboarding and orientation methods to expedite new employees? integration into the organization and maximize their opportunity for success.
- Prepare and process employment actions to execute and/or update employment records for new hires and existing employees, promotions and salary changes, onboarding, terminations and off-boarding, employment verifications, state registrations and unemployment claims, etc.
- Support updates to the employee handbook and associated material such as the organizational chart
- Champion and act as a key strategy implementation partner for employee-centered HR strategic design and implementation, working in close collaboration with leadership throughout FNIH, including eventual HRIS design, training, and system launch.
