Major Duties and Responsibilities

Under direction, researches and analyzes complex information to resolve errors, modify data, and/or determine appropriate action with external involvement (i.e., Office of Budget and Management [OBM]; Department of Administrative Services [DAS]): works directly with OBM and DAS to resolve issues (e.g., coding; budget errors; speed charts; account codes; detail errors on the distribution lines; voucher approval; vendor name changes; status of OBM purchase order approval); works directly with OBM regarding critical payment issues; provides direction to Ohio Department of Children and Youth (DCY) budget coordinators, contract managers, and Office of Fiscal and Monitoring Services (OFMS) staff on year end processes and coding changes; reviews and analyzes daily Cognos reports (e.g., unpaid report voucher [ME2/936]; vouchers in default; Ohio Shared Services-Three Way; ME2 entered voucher; 936 entered voucher; payment card transactions; unpaid intrastate transfer vouchers [ISTVs]; unpaid ME2 subsidy; unpaid ME2 maintenance); updates desk procedures for all areas of Bureau; produces and distributes reports to program areas; prepares special reports based on financial data pulled from Cognos reports; develops, reviews, and completes production reports (e.g., invoices/vouchers; payment card; purchase orders; deposits; billing documents; reconciliation of scanned documents); prepares special reports for SharePoint (e. g., monitors and analyzes status of invoices at each stage to ensure that documents are flowing according to agreed upon time frames; coordinates new SharePoint solutions/workflows; coordinates with Business Process and Application Integration team to resolve issues regarding SharePoint); reviews, analyzes, monitors, and reconciles financial data for the Combined Charitable Campaign (CCC) process and outside banking custodial accounts; reviews the ME2 daily voucher entered report to determine voucher errors and submits requests to coordinators for corrections; ensures required documentation is received and reviewed and works with DCY office coordinators on any discrepancies found; performs audit functions for program areas' custodial accounts and/or outside banking accounts; monitors submission activity through SharePoint uploads and reports errors for correction; reviews document submissions to ensure functions are performed correctly as established by the program areas' procedures; completes on-site visits as needed; works with Treasurer of State and banks as needed; works with State Auditor to supply them with revisions and updated information; reviews and approves Ohio Administrative Knowledge System (OAKS) Financial access requests for DCY employees; reviews, validates, and completes the semi-annual OAKS security audit report for DCY; serves as coordinator of system security requests from OFMS employees (e.g., completes DCY Code of Responsibility Forms; submits required on-line request forms; assists with security processing for on-boarding and off-boarding OFMS employees); serves as OAKS verification system coordinator (e.g., communicates with OFMS Bureaus regarding daily coding issues on entered vouchers and purchase orders; coordinates Bureau coding changes through email system; confirms corrective coding changes have been completed).

Performs other related duties as assigned (e.g., attends and participates in staff meetings and trainings; works on special assignments; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

Hybrid Work Details

Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY’s Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

Qualifications


The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

Completion of graduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.

  • Or completion of undergraduate core program in business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
  • Or 42 mos. exp. or 42 mos. trg. in accounting &/or finance to include an advanced level of experience in spreadsheet software.
  • Or 12 mos. exp. as Financial Analyst, 66562.
  • Or equivalent of Minimum Class Qualifications for Employment noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.


Knowledge of:
Accounting; applicable state &/or federal laws, rules, procedures & standards governing fiscal operations*; ERP systems* (e.g., OAKS FIN) &/or federal accounting system*; purchasing*; budgeting; employee training & development*.

Skill in: Use of calculator, electronic devices (e.g., computer, tablet, cell phone) & applicable software applications (e.g., spreadsheets, databases, word processing), multi-purpose workcentres; OAKS BI reporting*.

Ability to: Define problems, collect & analyze data, establish facts & draw valid conclusions; prepare &/or edit financial reports, records, &/or correspondence; gather, collate & classify information about data, people or things; concentrate with attention to detail; deal with many variables & determine specific action; collaborate with co-workers on group projects &/or respond to confidential & sensitive inquiries from employees, public & government officials

Supplemental Information

Unless required by legislation or union contract, starting salary will be the minimum salary of the salary range 32 (step 1, currently $27.84 per hour) associated with this position.
