The Real Estate Services (RES) Line of Service of the Department of Citywide Administrative Services (DCAS) is the real estate arm of the City of New York and consists of six distinct units: Portfolio Planning and Management (PPM), Leasing, Design & Project Management (D&PM), Strategic Real Estate Initiatives, Planning, and Financial Services. The RES Line of Service meets the different real estate needs of City agencies including the following: negotiation of leases; the architectural design and project management for construction and renovations of over 22 million square feet of privately owned space and 15 million square feet of City-owned space; the acquisition and disposition of real estate; performing zoning and land use analyses; enforcement of space standards in office design; overseeing the equitable allocation of city-owned and leased space for agency use.
The Design & Project Management (D&PM) Unit is tasked with delivering comprehensive project management and design expertise to DCAS and NYC client agencies in order to fulfill their operational and space needs in support of their services to the general public. Reflective of that mission, D&PM is responsible for providing Project Management Services for the renovation of leased and city owned space including programming, preliminary design, scope of work development, cost estimating, furniture and equipment specifications, procurement coordination, space measurement verification and construction administration, among others. D&PM serves client agencies as facilitator in translating their operational needs into space needs that support their specific missions and their workforce.
We are seeking to hire a Senior Estimator position, who is able to perform general construction estimating work for architecture and engineering interior renovation projects. Responsibilities include:
Responsibility #1: Conduct site surveys to verify existing conditions, feasibility and other internal and external factors for the purpose of generating accurate cost estimates.
Responsibility #2: Perform periodic cost trend analysis to maintain up-to-date pricing and market conditions.
Responsibility #3: Prepare construction estimates to develop the "Not to Exceed" value for the planning, construction, remodeling or repair work as required for leased properties.
Responsibility #4: Review drawings and specifications and compile estimates for the planning, construction, remodeling or repair of public works, structures or installations.
Responsibility #5: Review cost estimates prepared by private consultants and provide recommendations for acceptance, rejection or modification.
Responsibility #6: Attend bid openings, review bids and negotiate final construction cost.
Responsibility #7: Review change orders, negotiate final prices and prepare approval letters.
Responsibility #8: Review and process construction payment requisitions and maintain a record of project financials. Manage correspondence until project is closed out.
Responsibility #9: Be proficient in computer programs such as Word, Excel and updated versions of AutoCAD.
Flexible Work Update
This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Qualifications
Qualification Requirements
1. Eight years of full-time satisfactory experience in general construction estimating and a four- year high school diploma or its educational equivalent; or
2. A four-year high school diploma or its educational equivalent and a combination of the following sufficient to equal a total of eight years of experience, at least two years of which must be general construction estimating experience:
a) Full-time satisfactory experience in civil engineering, architecture or construction can be substituted for construction estimating experience on a year-for-year basis.
b) Education in civil engineering or architecture, leading to a Bachelor's degree in civil engineering or architecture, respectively, can be substituted for up to four years of required experience on the basis of 30 semester credits for one year of acceptable experience.
