Job description

The CDFW, Bay Delta Region has an exciting opportunity in our Habitat Conservation Program for a proactive and independent person to conserve the Bay Areas's unique fish and wildlife, and their habitats! As the Caltrans Liaison, you will:

Assist in permitting of Caltrans projects by providing evaluation of Lake and Streambed Alteration (LSA) notifications, conduct site visits, assess on-site impacts, develop mitigation measures and prepare final LSA Agreements.
Prepare, review, track California Endangered Species Act (CESA) Incidental Take Permits, 2080.1 consistency determinations, and other complex endangered species related documents for Caltrans projects. Conduct site visits, assess on-site impacts, develop mitigation measures and prepare CESA and CEQA documentation for final CESA permits.
Provide independent technical review, analysis and comments on Caltrans environmental documents pertaining to CDFW trust responsibilities and issues where CDFW will be a responsible agency. Review, track, and prepare written comments on CEQA and related environmental documents.
Monitor and track compliance associated with CDFW issued permits. Maintain frequent and effective communication with the program supervisor, other team members, cooperators, the public, and the regulated community.

Working Conditions

Frequently attend site visits and meetings away from office. Operate office equipment (computers, copies/scanners, fax machines, telephones, etc.). Must be able to operate a motor vehicle (with and without four-wheel drive [4WD]) and be prepared to travel using a state vehicle. Occasional field work in remote locations, encountering rugged terrain and/or adverse weather conditions. May occasionally be required to wear a CDFW uniform.
Based on operational need at the time of the job offer, this position may potentially be headquartered at any of the CDFW, Bay Delta Region offices at the following locations: Fairfield, Yountville, or Santa Rosa, CA. This position offers the possibility of an office-centered telework agreement based on the Department's current Telework Policy.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Working knowledge of various federal and state permitting processes related to California Environmental Quality Act (CEQA), California Endangered Species Act (CESA), and Lake and Streambed Alteration (LSA). Knowledge of administrative procedures, CDFW policies, applicable environmental laws and ecological principles; and general knowledge of riparian and terrestrial systems and biology in Alameda, Contra Costa, Marin, Napa, Sacramento, San Mateo, Santa Clara, Santa Cruz, San Francisco, San Joaquin, Solano, Sonoma and Yolo Counties, and state and federal laws and regulations.
