ABOUT THE POSITION
The Emergency Management Department is seeking to fill a Senior Emergency Medical Services Specialist position in Riverside.
The Senior Emergency Medical Services Specialist acts as the lead and oversees the work of the Emergency Medical Services Specialist and other designated personnel; maintains the quality assurance components of the Emergency Medical Services (EMS) systems; monitors, evaluates, and investigates the transport and emergency care provided to pre-hospital patients and trauma victims; develops and maintains the public health and medical disaster response system; and performs other related duties as required.
The Senior Emergency Medical Services Specialist class is the advanced journey level class in the series performing the full range of the Emergency Medical Services Specialist duties, and is characterized by the responsibility to provide technical supervision over subordinate EMS positions. Incumbents are responsible for coordinating and implementing training, quality assurance, and the trauma monitoring components of the County's EMS systems or programs for the Riverside County EMS Agency (REMSA), Public Health Emergency Preparedness and Response (PHEPR) Branch, or at the Department level for the Riverside County Fire Department, including the development of standards and protocols, investigations of violations and evaluations as to the appropriateness of Emergency Medical Services and/or transport. This class may also be responsible for overseeing the development and implementation of public health and medical emergency response plans, trainings, and exercises to enhance coordination and response capabilities during disasters.

The Riverside County ) is a public safety department that includes Emergency Planning Division (EPD), the Riverside County Emergency Medical Services Agency (REMSA) and the Emergency Services Division (ESD). EMD coordinates Emergency Management and Emergency Medical Services in order to mitigate, prevent, prepare for, respond to, and recover from emergencies and disasters.
EXAMPLES OF ESSENTIAL DUTIES
•Provide technical supervision for the EMS Specialists and other designated EMS personnel; assign and review the work of subordinates and provide guidance and direction to them.
•Develop quality assessment and improvement criteria to monitor EMS activities; develop and implement data collection systems for analyzing and assessing the effectiveness of pre-hospital and trauma care.
•Develop budget recommendations concerning which line items need to be increased or decreased; monitor the budget through expense/revenue reports; track expenditures for programs and identify potential budget issues.
•Assist in the development of EMS pre-hospital policies and procedures.
•Audit EMS reports and investigate incident reports to identify quality of care issues, recommending alternative solutions to problems.
•Conduct site visits for pre-hospital providers, trauma centers, base, and receiving hospitals; provide staff services to assigned EMS committees.
•Assist EMS or Public Health staff by interpreting policies, procedures, laws and regulations pertaining to EMS.
•Review and evaluate suitability of EMS and disaster response training and continuing education programs to ensure compliance with legislative requirements.
•Serve as a liaison between public health and medical system stakeholders and the Department of Public Health.
•Oversee the development, implementation, and monitoring of the Medical Health Operational Area Coordination (MHOAC) Duty Officer Program.
•Ensure that public health and medical emergency response plans, policies, and procedures are coordinated with County and city Emergency Management programs, first responders, schools, and other community partners.
MINIMUM QUALIFICATIONS
OPTION I
License/Certificate: Possession of a valid license to practice as a Registered Nurse in the State of California and possession of a valid Advanced Cardiac Life Support certificate as defined by the American Heart Association.
AND
Experience: Three years of experience as a Registered Nurse in an acute care hospital setting, one year of which must have been in an emergency department or as a Disaster Coordinator.
OPTION II
Certificate: Possession of a Paramedic License and possession of a valid Advanced Cardiac Life Support certificate as defined by the American Heart Association.
AND
Experience: Five years of experience as a Paramedic.
OPTION III
Education: Graduation from an accredited college or university with a Bachelor's degree in public health, allied health, nursing, Emergency Management or other related field. (Additional qualifying experience may be substituted up to a maximum of two years for the required education on the basis of one year of experience being equal to 30 semester or 45 quarter units of college).
AND
Experience: Three years of experience in an Emergency Medical setting or public health/medical Emergency Management setting, at least one year of which included responsibility for implementing and monitoring an Emergency Medical Services program (e.g., emergency ambulance service, health department or hospital Emergency Management program.)
OTHER REQUIREMENTS
License: Possession of a valid California Driver's License.
Knowledge of: State of California statutes and regulations on Emergency Medical Services; supervisory theory and techniques; basic medical terminology and equipment related to pre-hospital and trauma care; group dynamics and community organizations; techniques for collecting, compiling and analyzing data pertinent to EMS pre-hospital and trauma systems and care; statistical record keeping; principles and practices of training; methods of program evaluation and curriculum development; personal computers and ability to effectively use software programs (e.g., word processing, spreadsheets and databases.)
Ability to: Technically supervise the work of EMS Specialists and other designated personnel; safely drive a vehicle to and from various locations; effectively assign and review the work of EMS Specialists and other designated personnel; develop and recommend solutions to problems identified in an EMS or public health and medical disaster response system; coordinate between governmental and private agencies, hospital staff, and advisory committees assigned to develop, implement, and maintain standards, protocols and procedures regarding the EMS or public health and medical disaster response system; establish and maintain effective working relationships with co-workers, peers, and community groups; communicate effectively orally and in writing; understand, interpret, and apply provisions of federal, state, and local laws, regulations, policies and procedures pertinent to EMS or public health and medical disaster response systems; perform effectively in an environment of constantly changing priorities and real life crises; read and understand technical materials and reports on Emergency Medical care, including medical reports.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
