Our Homeland Security Line of Business seeks an experienced professional to provide senior-level contract/task order management, client management, and oversight of research/analytical requirements to a variety of Emergency Management consulting projects across the preparedness/resilience, response/recovery, and/or pre-disaster mitigation mission areas. Successful candidates will offer expertise gleaned from previous consulting experience and/or work experience with FEMA and/or similar local, state, tribal, and/federal Emergency Management partners.

Responsibilities
This position will support consulting projects across Cadmus' Emergency Management practice area. These projects will include supporting FEMA and its federal/state/local partners in evaluating response/recovery/resilience operations, training, and doctrine.
Responsibilities:
  • Lead contract/task order activities for Emergency Management/homeland security clients across multiple concurrent workstreams of varying size and complexity.
  • Work directly with government clients and Cadmus team members to scope and manage tasks.
  • Develop and manage project schedules, estimate levels of effort, and balance staff workload and budget requirements across multiple workstreams.
  • Manage multiple Emergency Management consulting workstreams with minimal oversight.
  • Lead and manage teams of junior analysts to develop client-ready products such as assessments, reports, presentations, and training materials tailored for senior-level government Emergency Management clients.
  • Leverage experience and expertise to design and execute methodologically rigorous and practical research and analytic techniques related to Federal, state, and local preparedness/resilience, response/recovery, and/or pre-disaster mitigation mission areas.
  • Develop and maintain contract spend plans and budgets and support resource management.
  • Mentor and develop project staff, providing leadership and guidance on projects, and transferring knowledge.

Qualifications
Qualifications:
  • A minimum of 12 years (with Bachelor's degree OR 10 years with a Master's degree) of professional experience
  • Bachelor's or Master's Degree must be in a relevant area, such as political science, public policy, social sciences, homeland security, Emergency Management, public safety, public health, or other relevant field
  • Demonstrated experience as a consultant or working as a contractor for Emergency Management/homeland security clients with particular emphasis on disaster response/recovery, preparedness/resilience, and/or pre-disaster mitigation
  • At least eight years of government contracting and task order experience, with an emphasis on managing multiple concurrent workstreams of varying size and complexity.
  • Demonstrated experience interfacing and managing relationships with senior-level government clients
  • Demonstrated experience leading and managing teams of junior analysts in support of contract/task order requirements
  • In-depth understanding of FEMA programs and of fundamental Emergency Management principles and their applicability at the federal, state, tribal, and local levels.
  • Outstanding written and oral communication skills
  • Ability to earn a U.S. security clearance and/or DHS Suitability-candidates must be a U.S. Citizen

The minimum starting salary for this position is $114,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
