Job description

Performs engineering designs on long and short-range programs for the construction and maintenance of the electrical distribution system. Provides technical advice to all consumers as well as heads of local governments as to their power needs, concerns, and compliance with national and local codes. Aids the Director of Engineering/Operations and/or the Technical Systems Engineer in the supervision of the Electrical Engineering section. Operates and maintains the department's SCADA system. Prepares specifications for and operates hardware and software for a computer-controlled geographic information system (GIS). Performs sectionalizing studies on the distribution system. Coordinates construction of the department's facilities with those of telephone utilities and cable television companies.

Operation of the electrical power distribution system for all of Florence and Lauderdale County:

  1. Prepares switching procedures and dispatches those procedures to operating personnel.
  2. Dispatches during emergencies when large outages occur due to weather or equipment failure.
  3. Specifies circuit breaker relay settings, electronic and hydraulic recloser sizes, and location of protective devices on the distribution system.
  4. Operates and maintains the department's SCADA system including but not limited to analysis of malfunctioning computer hardware, communication circuits and designing software.
  5. Provides engineering and/or technical assistance to the operations section concerning all technical matters relating to the electrical distribution system.

Specific Project Engineering:

  1. Provides technical assistance to architects, consulting engineers, and contractors relative to the character of service needed for large commercial and industrial construction projects.
  2. Prepares design drawings, specifications, and material lists for construction section to build projects: large commercial construction, major distribution circuit construction, relocation, or upgrade.
  3. Aids Director of Engineering/Operations and/or Technical Systems Engineer in the preparation of long and short-range goals and programs for the present and ultimate system.
  4. Performs necessary voltage drop, short circuit calculations, and other calculations necessary for the successful installation of specific projects.
  5. Prepares specifications for and installs computer-controlled geographic information systems (GIS).
  6. Prepares budget estimates for specific jobs.
  7. Performs other tasks such as studies, reports, and surveys concerning the electrical system as assigned by the Director of Engineering/Operations or the Technical Systems Engineer.

Prepares specifications for equipment to be purchased:

  1. Evaluates vendor quotations
  2. Makes recommendations for the purchase of those items evaluated
  3. Writes computer programs for engineering calculations necessary for the evaluation of equipment

Trains operation personnel in the use of distribution system equipment and laboratory test equipment including but not limited to:

  1. Voltage Regulators
  2. Capacitors
  3. Circuit Breakers
  4. Watthour Meters
  5. Meter Test Boards
  6. Relay Test Sets
  7. Cable Test Equipment
  1. Completion of a degree in Electrical Engineering from an accredited college or university and any combination of additional training or experience which provides the technical and supervisory qualifications listed above.
  2. Must have and maintain a Professional Engineering license to practice in the State of Alabama or be able to attain within one year of employment.
  3. A minimum of ten (10) years' experience in responsible charge of construction projects for an electric utility.
  4. Valid driver's license.
  1. Must have background in electronics, communication theory, and power system analysis.
  2. Must have working knowledge of apparatus used in the operation of an electrical distribution system.
  3. Extensive knowledge of electrical codes.
  4. Ability to communicate with consumers and employees at all levels.
  5. Ability to work long hours during major power interruptions.
  6. Ability to train technicians in the proper use of electrical and electronic apparatus.
  7. Ability to program digital computers.
  8. Ability to lead and be self-motivated.
  9. Must reside within 30 minutes of the Electricity Department's Operations Center.

Physical Demands (with or without reasonable accommodation):

  1. Capable of working outside during inclement weather.
  2. Ability to work long tedious hours under stressful conditions during major power outages.
  3. Must be able to drive vehicles.

Equipment/Tools Used: Automotive vehicles; personal computer; SCADA System; Outage Management System; GIS System; communication equipment; electrical measuring instruments.
