About This Role:
Favor TechConsulting, LLC (FTC) a wholly owned subsidiary of Tria Federal (Tria) is seeking a a talented Senior Data Engineer. The Senior Data Engineer is the contractor team’s senior technical expert responsible for reviewing and improving the agency’s Continuous Diagnostics and Mitigation (CDM) data quality. The Engineer will provide expert knowledge on key data quality concepts, such as normalization, correlation, and analysis. Experience working with large swaths of data is critical, and knowledge of fundamental cybersecurity concepts is necessary as well. Hands on experience with cybersecurity continuous monitoring data (such as vulnerability scans) and Splunk is required. Experience with the Elastic stack is strongly preferred. Knowledge of CISA’s CDM program and its components is preferred. The ideal candidate will be able to work independently to review daily data feeds and sources, identify discrepancies/abnormalities in the data, investigate them, provide recommendations for corrections as necessary, and summarize and report efforts for agency leadership. The ability to paint a picture of what the data means for non-technical stakeholders is critical. The candidate will also be asked to assist with developing metrics and providing technical expertise/recommendations for the agency’s Continuous Monitoring program.
Responsibilities:
- Achieve complete technical understanding of the existing CDM program, including but not limited to:
- Systems architecture, physical and logical network architectures, metrics, data sources and flows, dashboards, other tools, applications, and hardware in use
- Associated objectives, strategies, plans and other existing documentation.
- Governing and applicable policies, directives, guidance, etc.
- Provide daily data analysis work, reviewing CDM data feeds for discrepancies, issues, or abnormalities
- Conduct investigation work in conjunction with other CDM stakeholders on existing or new issues, providing written and verbal reports on status
- Summarize data quality activities for agency leadership in a digestible format that leverages available dashboards and data visualizations, while also telling the story of the issue, plan to fix, and current status
- Make recommendations for the CDM program to improve its processes as it relates to data quality, providing the implementation and integration support as necessary
- Understand, apply, and/or lead the full or partial analysis of metrics, tools, applications, and dashboards to determine whether stakeholder needs are being achieved. Intake, process, assess and align new, additional, and incoming stakeholder requirements for CDM metrics and tools
- With the assistance of other contract team members, develop, update and coordinate content for documentation associated with the contract deliverables, including a tools catalog/trackers, metrics catalog, and policy documents
- Assess the work of technical writers and provide technical direction
- Identify, develop, and/or recommend additional metrics and their corresponding data sources (Splunk, Tenable, etc.); identify, engage, and coordinate with the stakeholders responsible for providing corresponding data
- Review, assess, and report on technical performance of the metrics and tools, on data quality, and on technical quality of deliverables, results, processes, recommendations, etc.
- Provide technical advice to the Program Manager on cataloging, assessing, prioritizing, and reporting on delivery status of deliverables
The “Need-to-Have” Skills & Qualifications:
- Experience performing data aggregation, normalization, correlation, and analysis with large sets of cybersecurity data
- Experience with Splunk, including developing queries to investigate data and data issues
- Strong reporting and presentation skills, with an ability to synthesize complex information and communicate analysis in written products and verbal presentations for non-technical stakeholders
- Experience with change management, metrics identification and reporting, and data source management
- Ability to work both independently on investigations and as a team on remedial actions with other stakeholders
Professional Certifications:
Possess a current mid-level / senior-level industry-standard cybersecurity certification (e.g., CEH, GCIH, CISM, CISSP)Education:
Bachelor’s degree in IT, computer science, network engineering, systems engineering, information systems, or cybersecurityClearance:
Ability to obtain & maintain a Public Trust
Years of Professional Experience:
Minimum of 5 years of experience in Data Engineering
Required Technical/Business Tools Experience:
- Expertise using Splunk for data review and analysis
- Familiarity with Dashboard Tools (e.g., Kibana Elastic, Power BI)
- Familiarity with Federal GRC tools (eMASS, ServiceNow)
- Familiarity with tools supporting Hardware Asset Management (HWAM), Software Asset Management (SWAM), Configuration Settings Management (CSM), and Vulnerability Management (VUL)
- End-user experience with BI Tools or similar product
- MS Office (Work, Excel, PowerPoint, Visio, SharePoint, Teams)
The “Nice-to-Have” Skills & Qualifications:
- Experience with the Elastic stack
- Experience with the CDM program, its capabilities, and its tools
- Understanding of the Risk Management Framework (RMF), especially as it pertains to Continuous Monitoring
- Experience developing data-flow diagrams that summarize the interworking’s of an IT ecosystem

Master’s degree in IT, computer science, network engineering, systems engineering, information systems, or cybersecurityYears of Professional Experience:
Minimum of 7 years of combined experience with Continuous Diagnostics and Mitigation work
