The Senior Civil Engineering Technician works in the Engineering Division of Public Works. The responsibilities of the position are dynamic to the current project load, where Right-of-Way permits and civil inspections are the primary duties. The position is also an integral part of the sidewalk program.
Under general supervision, performs specialized Civil Engineering according to area assignment.
ESSENTIAL FUNCTIONS
  • Reviews and verifies plans and specifications for compliance with new development standards and codes.
  • Conducts construction inspections and maintains daily logs, cost and quantity reports, and counts traffic control devices for construction projects.
  • Coordinates construction activities with utilities and residents.
  • Coordinates with inspectors, engineers, developers, contractors, plans examiners and other Town staff on various aspects of projects.
  • Ensures the construction of public streets, storm sewers, drainage improvements, erosion control, traffic signals, pavement marking, and signing, meets/complies with plans, specifications and standards.
  • Interacts with citizens to answer questions, complaints or concerns.
  • Performs specialized Civil Engineering duties according to area assignment.
  • Provides assistance with review of traffic reports and collects data for traffic analysis.
  • Represents the Town at construction meetings to share/receive project information.
  • Reviews and responds to submittals from contractors.
  • Reviews upcoming project design plans for constructability.
  • Revises and prepares project documentation including bids and contracts.
  • Uses Cartegraph OMS for tracking tasks.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
  • Ability to communicate effectively both verbally and in written communication.
  • Ability to establish and maintain effective working relationships.
  • Ability to organize work, set priorities, meet critical deadlines and follow up on work assignments with minimal supervision.
  • Knowledge of applicable Town, state and Federal statutes, rules, ordinances, codes and regulations governing public works operations.
  • Knowledge of engineering and construction practices and principles.
  • Knowledge of personal computer hardware and software.
  • Knowledge of Town and Department policies and procedures.
  • Skill in file and records management.
  • Skill in preparing, reviewing and inspecting plans, specifications and projects regarding public works.
  • Ability to follow verbal and written instructions.

MINIMUM QUALIFICATIONS
  • An associate degree from an accredited college or university in Civil Engineering, Drafting/Mapping/GIS, or a closely related field.
  • Three (3) years' experience in engineering or construction.
  • An equivalent combination of education and experience may be considered.

ENVIRONMENTAL FACTORS AND WORKING CONDITIONS
  • Work is performed in an indoor and outdoor environment.
  • Regular, daily attendance is an essential function for this position.
