Job description

The City of Avondale has an opportunity for a Senior Buyer with the Finance and Budget Department. This is a FLSA exempt, full-time position with benefits.

Hiring Range: $76,539.00 - $95,674.00

Salary range is the entire compensation range for the position classification.
Hiring range is an estimate of the compensation amount for the selected candidate. The actual salary offer will carefully consider a wide range of factors, including skills, qualifications, experience, education, licenses, and/or training.

Demonstrated understanding and experience with the principles, practices, and terminology typically used to publicly procure goods and services contracts. Experience and knowledge of public procurement theory, principles and practices, contract development, contract negotiations, and contract management. Manages different opinions, facilitates discussion, resolves conflict, and finds resolution. Resolves issues identified by staff to ensure the city's needed equipment, supplies, construction, contractual requirements, and payment obligations are met in a timely manner. Improves operations by decreasing turnaround time, meeting deadlines, streamlining work processes, and working cooperatively to provide quality customer service.Administers and manages assigned solicitations/contracts to ensure compliance with the City's procurement code and City regulations, policies and procedures.
Provides customer support and guidance on complex formal, informal, and emergency procurements.
Runs reports and analyzes financial system data related to assigned contract spend. Monitors contract spending against established budget to ensure cost control.
Provides staff procurement training and customer support on contract management and contract performance.
Coordinates solicitations for goods, services, and construction. Reviews and assists in the development of specifications and terms, schedules opening dates, arranges advertising, and maintains files. Maintains and edits standard forms used for solicitations and contracts. Responds to inquiries concerning criteria for contract award decisions.
Communicates with vendors to coordinate procurement of materials and services. Reviews or prepares purchase orders and requisitions.
Maintains procurement records such as items or services purchased, costs, delivery, product quality or performance, and inventories.
Makes recommendations for changes/updates to procurement policies and procedures. Reviews and evaluates procurement code for applicability. Writes and composes procedures for use by City departments.
Writes and composes reports for Council action and documenting procurement decisions. Prepares justification for contract awards or vendor selection.
Maintains contract files and reviews contracts to evaluate overall revisions, price, and past performance of each contract before bid or renewal. Approves price increases provided for in contracts and makes changes as necessary and appropriate.Bachelor's Degree in Supply Chain Management, Business Administration, Public Administration, or a related field.
Work requires broad knowledge in a general professional or technical field. Knowledge is typically acquired through four years of college resulting in a Bachelor's Degree.
Any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities, may be considered as qualifying.
Three (3) years of experience in administering and leading formal procurement.
Public Procurement experience is preferred.
Valid Arizona Operator's Driver's License.
Professional certification as a Certified Procurement Professional (NIGP-CPP), Certified Public Purchasing Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Purchasing Manager (CPM), or Certified Professional in Supply Management (CPSM) is highly desirable.Ability to comprehend and make inferences from sometimes technical material such as laws, rules, ordinances, regulations, and procedures governing public procurement, i.e., City procurement code, Arizona Revised Statutes, contracts, vendor letters, etc.
Ability to make basic to complex arithmetical computations (multiplication, division, percentage calculations, addition, and subtraction). Review of bids will require computation of unit costs, and sales taxes utilizing various rates and contract price comparisons.
Ability to compose written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar; Council reports for contacts awards; composition of policies and procedures; And technical specifications and contract terms.
Within this job, the employee normally performs the duty assignments according to his or her judgment, requesting supervisory assistance only when necessary. The assignment may be reviewed upon completion. Performance is reviewed periodically.
Final decisions regarding policy development and implementation are made and/or recommended. This position may require the planning and development of departmental procurement training.
Ability to research and evaluate technical proposals and recommend contracts for award; perform complex and accurate bid/proposal price/cost analysis for a variety of products and/or services; and compile contract data and evaluate for contract performance and recommendations for contract renewal or bid.
This position requires constant contact with department staff and vendors to discuss issues, resolve problems, negotiate terms and prices, and make recommendations to management.
