Job Overview
The Internal Audit Division needs an experienced and motivated Senior Auditor in its Compliance Audit Department (CAD). The ideal candidate has great project management, interpersonal, and compliance-oriented skills. The Senior Compliance Auditor will work under the direct leadership of the Audit Supervisor with support from the Audit Manager and Audit Director. The Senior Compliance Auditor will play a critical role in providing Harris County with independent, risk-based, objective assurance and advice. Since the CAD maintains the County's fraud, waste, and abuse hotline, the Senior Compliance Auditor may also be required to assist with investigations the Senior Compliance Auditor will:
- Plan, execute, and report on Compliance Audits to assess the company's adherence to laws, regulations, and internal policies. Conduct annual risk assessments to identify potential compliance risks and develop strategies to mitigate the risks.
- Examine organizational policies, procedures, contracts, laws, and other relevant documentation to determine compliance and evaluate internal controls.
- Analyze data and financial records to detect irregularities or non-compliance.
- Prepare clear and concise audit reports that highlight findings, recommendations, and corrective actions.
- Build effective relationships throughout Harris County as a trusted advisor.
- Remain current with changes in policies, procedures, and industry best practices to help ensure the County's compliance program remains effective.
Qualifications
Education
- Bachelor's Degree in accounting or other related fields.
- Relevant professional certification, e.g., CIA, CPA, CFE or CISA.
- CIA or willingness to obtain it is preferred.
Experience
- 3+ years of experience in operational and/or Compliance Auditing.
- Prior fraud investigation and government experience is highly preferred.
Knowledge, Skills & Abilities (KSAs)
- Highly effective project management skills with the ability to adeptly handle multiple tasks.
- Experience leading audit teams and serving as a subject matter expert on risk and internal control issues.
- Knowledge and understanding of Institute of Internal Audit Standards, Texas and Local Government Code, applicable regulations and/or policies and procedures.
- Exceptional ability to think critically and analyze complex issues and information.
- Strong investigative skills.
- Strong written and verbal communication skills.
- Proficiency with Microsoft Office, electronic workpapers, and ERP systems.
- Ability to work in a fast-paced environment and consistently meet deadlines.
- Well-developed interpersonal skills.
- Ability to maintain a high degree of judgment, discretion, and confidentiality of sensitive information.

Nature of Work
- Physical requirements for the position are the ability to sit for extended periods of time and the ability to push/pull up to 50 lbs. and lift/carry up to 20 lbs.
- Occasional travel throughout Harris County will be required.
- Hybrid telework schedule | Monday - Friday | 40 hrs. per week | Exempt.
- May be required to work more than 40 hours during the workweek or on weekends when special projects or deadlines need to be met.
