About the Indiana Office of Technology (IOT):

 

The Indiana Office of Technology provides cost-effective, secure, consistent, reliable enterprise-technology services to our partner agencies so that they can better serve our mutual customer, the Hoosier taxpayer. IOT will also act as the technology and solution enabler for the State, helping its partner agencies achieve business objectives and innovation.
 

About the IOT Security Operations Center (SOC):

 

SOC protects the Executive Branch agencies' servers and workstations from threat actors with malicious intent.  We monitor security events impacting current and future technology infrastructure.  We partner in protecting and responding to our businesses while allowing them to innovate, build new products, and deploy new services in the execution of their agency missions.

 

Salary:

 

This position traditionally starts at an annual salary of $107,302.  Salary for this position may be commensurate with education and job experience.
 

Role Overview:

 

The Security Operations Director oversees the tactical execution of Security Operations, strategic direction, and vision.  You will work closely with other IOT Security Managers and Directors and the CISO to develop the overall information security strategy.  You will directly manage up to four Associate/Deputy IT Directors with a combined team size of approximately 40 security engineers and lead them to implement protective technologies on behalf of IOT and State Agencies.  The position sets the direction for a comprehensive and efficient portfolio of security products including those owned by IOT Security, IOT Operations, and State Agencies.  The position is responsible for roadmaps, investment justifications, and business cases of the security team's platforms and initiatives.  

 

Key outcomes for this role are:

  • Develop key security metrics in the form of KPI's and OKRs.
  • Create objectives around the metrics and develop plans to achieve of the metrics.
  • Integrate operational duties, troubleshooting, and service development with the IN-ISAC's (Indiana Information Security and Analysis Center), Security Operations center (SOC) and threat intelligence teams.
  • Interface directly with IOT's Risk and Compliance Director to support appropriate controls as part of a risk management program.
  • Work with the CXO leadership team to prioritize operational efforts to mitigate risks based on their threat level to state government information.
  • Serve as a key advisor to the CISO, CXO's, IOT management and other agency personnel on cyber security risks to state resources.
  • Serve as a liaison with Executive Branch Agency stakeholders on cyber security concerns across the State.

A Day in the Life:

 

The essential functions of this role are as follows: 

  • Manage and drive the development of roadmaps for current security tools
  • Review and provide feedback and recommendations for policy exception requests
  • Determine the most effective way to protect hardware (e.g., desktop/laptops, etc.), network, software, data and information systems against any possible attacks
  • Establish plans and protocols to protect digital files and information systems against unauthorized access, modification and/or destruction
  • Provide technical leadership, supervision and guidance to the Security Operations team
  • Track progress and milestones of key initiatives and projects
  • Manage key vendor relationships and hold quarterly QBRs
  • Help manage the security budget and keep track of renewals, upgrades, deprecation of tools
  • Develop and generate on a monthly frequency, a security metric dashboard that aligns to security strategy that can be consumed by appropriate parties
  • Ensure the defense of systems against unauthorized access, modification and/or destruction
  • Partner with IOT Security and Agency Management teams for effective incident response and perform tabletop exercises on a periodic basis with assistance of the GRC team
  • Plan and execute State penetration testing with third party providers
  • Oversee and/or coordinate network, intrusion detection and prevention systems
  • Identify and ensure the procedures for handling abnormalities and report violations
  • Assist with post analysis of security breaches to determine their root cause
  • Research and recommend security upgrades, tools and countermeasures.
  • Implement, update and upgrade security systems
  • Understand, set and support security standards, security systems and authentication protocols
  • Perform vulnerability testing, risk analyses and security assessments
  • Coordinate security deployments with outside vendors
  • Prepare cost estimates and identify integration issues for IT project managers

What You'll Need for Success:

 

You must meet the following requirements to be considered for employment: 

  • Broad knowledge of all information technology disciplines and general business theory. 
  • Thorough knowledge of the organization and management of the state agency's operations. 
  • Considerable knowledge of the organization and management of state government. 
  • Ability to negotiate complex and large-sum agreements with other agencies, divisions, and outside vendors. 
  • Ability to frame issues based on the policy implications associated with managing what is otherwise a very technical discipline. 
  • Effective communication skills.  
  • Ability to delegate work, set clear direction, and manage workflow. 
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
