Job Description

Core Responsibilities
Responsible for employees in two work out locations - Eastview and Van Nest.
Oversees plans and related activities for Services personnel whose work is directed. Establishes priorities and assigns resources to efficiently schedule all repairs and maintenance as well as implements plans and programs to improve the safety, performance, reliability and restoration of the electrical distribution system.
Develops staffing plans that are to budget and work plans that align the Services group to meet operational needs and customer requirements.
Manages customer inquiries and complaints.
Facilitates employee development, reinforcing and documenting positive feedback for examples of excellence, completing performance reviews for supervisors, and managing the performance review and training processes for indirect reports. Ensures the development and maintenance of an appropriate level of technical expertise that will improve the competence of all Services personnel. Directs and enforces the provisions of the Collective Bargaining Contract at the local level.
In addition to being responsible for the section's capital and expense budgets, ensures the section is operating within budget guidelines. Evaluates procedures, practices, and operations that will improve performance of the system at existing or lower expenditures. Monitors and manages productivity.
Monitors to improve false start reductions, participate in scheduling and productivity metrics meetings and collaborate with the planning team to prioritize resources while ensuring FTS and Supervisors support effective work planning.
Establishes, communicates and measures the section's performance against meaningful goals and objectives. Monitors, directs, guides and assists subordinates in developing strategies to successfully complete tasks and meet assigned goals.
Performs and responds to internal and external audits to ensure compliance with safety and operating procedures and construction specifications.
Supports the foundation of an integrated Work Planning and Work Management process, conducts work plan reviews with their team and collaboratively develops and implements approaches to maximize productivity by utilizing and monitoring the Work Management System (WMS) and related performance reports establishing methods to improve work performance and maintain a high degree of effectiveness by reducing delay and other non-productive time.
Establishes a meaningful personal presence at the start of shifts and in the field, asking questions about each day's assignments and challenges, probing understanding of procedures and specifications, and providing insightful safety discussion.
Leverages Intellihub reviews to ensure accurate time reporting for management and union reports. Also leverages Intellihub and other technology/resources to minimize vehicle idling.
Performs storm response activities like managing Ladder Line resources or filling the role of Operations Section Chief.
Monitors and manages required training for employees in the Services group.
Monitors and manages quality and compliance in the Services groups.
Monitors and actively supports Diversity, Equity, Inclusion and Engagement within the Services group. Manage strategies for continuous improvement.
Monitors and minimizes NOVs (Notice of Violations).
Monitors and manages shunt inspections.
Tracks and manages ad-hoc safety inspections.
Tracks and manages costs for vendor parking and flagging services.
Manages ETRs (Estimated Time of Restoration) on customer outage work.
Required Education/Experience
Bachelor's Degree in technical or business curriculum and 8 years relevant work experience or
Master's Degree and 6 years relevant work experience

Bachelor's Degree in engineering or in a related field

Relevant Work Experience
Minimum two years of experience supervising employees. Required
Demonstrated strong decision-making, organizational, problem-solving, analytical, administrative skill with solid teamwork orientation and attention to detail. Required
Must be articulate, have a professional demeanor and be competent dealing with all levels of management, union personnel and customers. Required
Must be well organized, demonstrate a high energy level, be innovative, flexible, able to handle multiple assignments and meet stringent deadlines. Required
Strong computer skills (e.g. Microsoft Office Suite). Required
A minimum of 5 years experience in operations, construction and/or maintenance, of the electric distribution system. Preferred
Familiar with the storm restoration process. Preferred
A thorough understanding of productivity and financial reporting systems. Preferred
Should be experienced in the preparation and management of a sizable capital, O&M and overtime budgets, planning processes, implementing, directing and controlling the work of union and management employees, contractor personnel and handling complex personnel and productivity issues. Preferred
Working knowledge of electric construction, operations and restoration practices, specifications and procedures, and the ability to interpret relevant drawings of electrical distribution systems is strongly preferred. Preferred
Licenses & Certifications
- Driver's License Required
Other Physical Demands
Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.
Must be willing to travel within and outside Company service territory, as needed.
Must be able to wear Personal Protective Equipment (PPE) appropriate for work being performed.
Must be able to work extended hours and work outdoors in all types of weather.
If not already certified, within 12 months must complete ICS training to meet Incident Commander (ICS300) requirements.
Must be able to work with and in the vicinity of high voltage and/or high-energy systems.
