Job description

The positions duties assist one individual, and in some cases the subordinate staff of that individual, by performing general office work auxiliary to the work of the organization. The position is the principal clerical or administrative support position in the office. Duties require knowledge of clerical, administrative procedures & requirements, office skills, application of skills to increase effectiveness, use of office automation equipment to prepare correspondence, documents & reports.Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-06 position you must have served 52 weeks at the GS-05.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Typing Proficiency Requirement: In addition to meeting experience requirements, applicants for this position must show possession of the following skills:

  • Must have the ability to type at least 40 words per minute. Proficiency in typing must be documented on candidate's application, other written format, or by self-certifying to their proficiency.
    • Words per minute are based on a 5 minute sample with three or fewer errors.
    • The maximum number of errors allowed in a dictation sample equals 10 percent of the required dictation speed (80 words per minute or 120 words per minute) multiplied by the number of minutes in the sample.
    • The maximum number of errors allowed in a dictation sample for these three positions equals 5 percent of the required dictation speed multiplied by the number of minutes in the sample.

You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of office automation systems and a fully qualified typist to perform word processing duties, take appropriate follow-up action; and to perform non-routine assignments such as locating and assembling information from files and documents, compose correspondence not requiring a technical knowledge and to maintain awareness of the clerical and administrative problems, organization policies and procedures and personnel rules and regulations in order to perform the administrative needs as required, spelling, punctuation, and required formats to identify and correct grammatical errors and type materials in a final form, coordinate the work of the office with other offices, transcribing dictation, PC computer equipment, printers, electronic typewriters and software to provide staff support and to accomplish specific programs and projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
