Description of Governor's Commission:
The Governor's Crime Commission (GCC) is the chief advisory body to the Governor and the Secretary of the Department of Public Safety on crime and justice issues. The GCC administers federal and state grants and is the State Administering Agency (SAA) for ten federal block and formula grant programs, including: Juvenile Justice and Delinquency Prevention (JJDP), Byrne Justice Assistance Grant (JAG), Victims of Crime Act (VOCA), Byrne Justice Assistance Grant (SCIP AND PSN), Sexual Assault Services Program (SASP) Children's Justice Act (CJA) and Residential Substance Abuse Treatment (RSAT). GCC also serves as the fiscal agent for the Project Safe Neighborhoods (PSN) grants awarded to the US Attorney Offices in North Carolina. Over 400 grants are awarded and administered annually for state and local government agencies, law enforcement agencies, non-profit agencies, educational institutions, and social service agencies.
Primary Duties/Responsibilities:
This position will work as programmatic planner and manager for NC's Byrne State Crisis Intervention Program (SCIP) and Project Safe Neighborhood (PSN) grant funding. Each Lead Planner manages program implementation and ensures that federal and state requirements are met in planning, prioritizing, and awarding funds to diverse subrecipients across the state. Lead planners also write federal grant applications for their assigned federal funds, ensure that federal mandates for budgeting and distribution of federal funds are met, ensure that federal reporting requirements are met and provide ongoing monitoring, planning, and reporting on federal fund balances. The position will provide consultation, research, promotion, and development of programs funded through the above federal grant at the state and local level.
Position activities include, but are not limited to:
Leading a team in the examination and evaluation of requests for grant funding from state and local organizations that provide criminal justice and law enforcement services.
Assisting in the development of new projects to meet deficiencies and to increase the effectiveness of current programs; investigation of current project needs in order to determine ways to improve ongoing and future programs.
Coordination with state and local officials to develop projects consistent with current methodology and new initiatives.
Recommending the funding of projects based on federal grant specific requirements, the Governor's stated priorities, and Governor's Crime Commission established policies and practices.
Completion of state and federal reports on funding and program performance.
Analyzing, evaluating, interpreting and developing solutions for program and procedural problems affecting the state's SCIP AND PSN program; and other duties as required.
Additionally
The position involves frequent phone contact and email communication with victim services agencies, state and local government agencies, and law enforcement. Travel to attend in-state and out-of-state conferences is involved. Work is performed under the direction of the Lead Planner, Criminal Justice Improvement and the GCC Program Director.
Responsible for planning, providing, and leading program planning, program implementation, and technical assistance efforts in the development, implementation, and enhancement of the state's SCIP AND PSN grant program.

If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Planner
Bachelor's degree in public service administration, psychology, sociology, or social work or a human service programmatic field, from an appropriately accredited institution;
Or
Bachelor's degree from an appropriately accredited institution, and two years of administrative or consultative experience in a human service program; or an equivalent combination of education and experience.
Evaluator
Bachelor's degree in psychology, sociology, or social work or a human service programmatic field, from an appropriately accredited institution;
Or
Bachelor's degree from an appropriately accredited institution and two years of program evaluation or consultative experience in human service programs; or an equivalent combination of education and experience.
