Duties and Responsibilities
(NOTE: ** denotes Essential Functions)


  • **Under the general direction of the Safety/Security Manager, provides administrative, fiscal, and physical assistance for campus-wide access control and physical security for the various properties of Leeward Community College.
  • **In accordance with established campus Facility Access Control Policy & Procedures, manage the intake, review, and process upon approval, the Campus Key Request form for new, lost, stolen, and damaged access cards and/or mechanical keys (i.e., card/key).
  • **Work closely with designated Card/Key Coordinators to ensure proper authorization, signing, issuance, retrieval, and logging of cards/keys are entered into the college’s Facility Access Control System (FACS).
  • **In coordination with the Human Resources Office, manage the college’s system database of employees’ IDs, new card/key holders, access levels and locations, special accommodations or requirements.
  • **Purge the System of separated/discharged/retired college employees, conduct periodic audits to reconciliations of access privilege/levels of authority and to identify potential patterns of abuse/misuse.
  • **Assist in the coordination and modification of door schedules via the college’s access software to the required schedule (e.g., normal, holiday, special event, other).
  • **Serve as the point-of-contact for addressing issues (e.g., accessibility, hardware, software, other), updates and resolutions concerning the physical security of assets. Execute necessary tasks as directed.
  • **Develop and conduct periodic training of designated Card/Key Coordinators as to policy/procedural changes, new access system developments and updates, problem identification and resolutions, and other operational requirements.
  • **Maintain an adequate card/key inventory (physical and record), procure required services/equipment/ materials/supplies through purchase order or credit card, and assist in the development of contract specifications for formal bid process.
  • **Assist in the coordination of the campus parking permit application, issuance, and return process according to campus procedures. Ensure adequate supply of permits for employees and students.
  • **Maintains inventory of emergency equipment and supplies that may be used in the event of emergencies and disasters.
  • **Assist in the procurement of physical security equipment and supplies for the college. Develop contract specifications for surveillance cameras, alarms, two-way radio communication systems, etc. for formal bid process.
  • **Ensure all goods and services are purchased in compliance with Federal, State, and University guidelines and procedures.
  • **In accordance with the established campus policy and procedures, assist in the coordination of College facilities and grounds use.
  • **Ensure that requestors satisfy the established campus policy/procedural use criteria and understand and agree to the terms and conditions of facility/ground use.
  • **Collect any usage fees or deposits as required, and assess/collect for damages, repair, and subsequent fees resulting from the facility use.
  • **Serves as liaison with campus departments and offices to ensure appropriate support staffing, services (e.g., audiovisual, IT, set-up/breakdown, security, janitorial services, food services), equipment/furnishing are provided. If unavailable, coordinate with requestor for external vendor and additional expenses to be paid.
  • **Maintains and monitors accounts receivable and payments for facilities and grounds use, following up with customers to resolve delinquent accounts.
  • **Assist in ensuring that campus facility and grounds use revenues, expenditures, and encumbrances comply with applicable State, University, and College policies, regulations, and procedures.
  • **Generate, post, and maintain a Campus Master Schedule of Events based on a consolidation of use requests, repairs and maintenance, and scheduled campus events.
  • **Duties may include working outside normally scheduled hours, including nights, weekends, and holidays as required.
  • Other duties as assigned.

Minimum Qualifications:
  • Possession of a baccalaureate degree in Business Administration, Public Administration, Social Sciences, or related field and 3 years of progressively responsible professional experience in securing buildings and assets; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
  • Functional knowledge of principles, practices and techniques in securing buildings and assets demonstrated by knowledge, understanding and ability to apply concepts, terminology.
  • Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with the procurement of security equipment for buildings and assets.
  • Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the areas of access control and asset protection.
  • Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing software.
  • Proficient experience with spreadsheet software.
  • Proficient experience with database management.
  • Experience with a financial management information system.
  • Experience in the capabilities and use of telecommunications systems.
  • Demonstrated ability in repairing various security hardware and software.

Desirable Qualifications:
  • Proficient in managing numerous events and tasks simultaneously.
  • Experience with the State of Hawaii/University of Hawaii procurement process.
  • Possession of an FCC amateur radio license.
  • Professional experience in campus security, law enforcement, or other institutional safety and security.
