Job Title: Director of Campus Safety and Security

Title of Manager/Supervisor: Environmental Health & Safety Manager

Number of Employees Reporting to this Position: 12

Range: $84,500- $95,000 based on experience

Position Summary: The Director of Campus Safety and Security (CSS) will have a robust understanding of contemporary challenges inherent to a small, private, residential college campus with campuses located in Potsdam, NY as well as in the Beacon and Capital Region. This position will develop and implement community and service-driven Campus Safety policies and practices reflecting the needs and values of our diverse community and be in service to them.

The Director will focus on using a holistic, inclusive, and tiered response model for Campus Safety services which will:

  • Integrate Campus Safety and Security with mental health, wellness, basic needs, and bias/hate response through inter-departmental partnerships and cross-training;
  • Integrate the department into a multi-disciplinary team to triage behavioral health crises;
  • Conduct wellness checks;
  • Safely connect individuals to coordinated care, including health and social support resources;
  • Establish transparency and continuous improvement by collecting and publicly sharing uniform Campus Safety data to empower the community and inform change;
  • Demonstrate accountability through the University’s safety committee; and
  • Provide a robust complaint and investigation process to ensure that officers are acting consistently with rules, policies, and the law.

General Purpose: The Director of CSS ensures that a safety-oriented and community- and prevention-based approach is taken into consideration in all work that is carried out by the department. This relies on building and maintaining productive relationships with campus and community constituents.

Position Responsibilities:

  • Supervision of all personnel in the Campus Safety & Security Department, including selection, training, evaluation, and discipline. Including developing a series of trainings for Campus Safety & Security Officers on community outreach principles, trauma-informed approaches, and working with diverse and underserved populations.
  • Work with several key departments on incident response including the Dean of Students, the Title IX, IV, ADA/504 Coordinator, Human Resources, Chief Inclusion Office, Residence Life, the Emergency Response Team, and Environmental Health & Safety Manager/Radiation Safety Officer/Emergency Response Manager with CSS serving as first-line responders.
  • The Director is responsible for ensuring that all members of the Department of Campus Safety & Security are highly educated about and proficient with the community standards and values that characterize Clarkson; understand their responsibilities with respect to discrimination, harassment, and profiling; and know how to carry out their responsibilities in a manner that actively values equity, diversity, and inclusion.
  • Participation on committees and assistance with University-wide initiatives including the Behavioral Intervention Team [BIT], and the Bias Response and Prevention Team [BPART].
  • Lead departmental diversity initiatives and partner with University organizations, student organizations, departments, and others [Chief Inclusion Office] on campus to facilitate a broader understanding of CSS’s role in wider institutional initiatives around diversity, equity, and collaboration with internal and external partners on the care and support for students, including wellness checks and outreach programs to help educate students about personal safety.
  • Acknowledging the realities of structural racism, implicit bias, and inequitable treatment in American society at large and in higher education and law enforcement in particular, the Director has special responsibility for providing leadership and direction to address these issues with regard to the campus community.
  • Supports the Dean of Students Office with investigations of on-campus student conduct and/or criminal complaints.
  • Collaboration with University partners as well as the Associated Colleges, external agencies, including local, state, and federal law enforcement agencies, the local Fire Department, and Regional Emergency Services
  • Functions as a campus leader in emergency management and all Safety and Security initiatives.
  • Work with the Environmental Health & Safety Manager/Radiation Safety Officer/Emergency Response Manager for emergency response planning, preparation, and maintenance of the University-wide emergency response plan. Coordination of emergency notification procedures and collaborative leadership of the University’s Emergency Response Team.
  • Work with Environmental Health & Safety Manager/Radiation Safety Officer/Emergency Response Manager to plan and execute tabletop exercises with the Emergency Response Team and campus-wide drills to practice and fine-tune the University’s emergency response plan.
  • Compliance with federal government crime reporting requirements (Clery Act) and other relevant regulatory obligations and provide leadership for timely notifications to the campus community of public safety concerns and collaborative development of programs to reduce risk.
  • Design and implementation of Campus community safety programs, including the development and ongoing modification of Campus policies, protocols, and practices relating to all aspects of Safety and Security in collaboration with the Safety Committee, campus stakeholders, and departments of oversight for specific issues, e.g. Title IX, Student Code of Conduct.
  • Oversight and management of all public safety communications, dispatch operations, electronic access control systems, and parking operations and enforcement.
  • Oversight of parking policies and procedures.
  • Oversight and implementation of departmental operating procedures.
  • Stewardship of the departmental operating budget as well as long- and short-term resource planning.
  • Coordinate educational and training efforts and processes for accountability for members of the Department of Campus Safety & Security that foster and ensure the equitable treatment of others, rooted in dignity and respect. The Director has overall responsibility and ultimate accountability for ensuring that no member of the Department of Campus Safety & Security engages in discrimination, harassment, or profiling.
  • Serve on the Campus Climate and Engagement Committee.

Essential Skills:

  • Extensive track record of effective supervisory, leadership, management, and team-building skills
  • Extensive experience in understanding and addressing the interests and needs of broadly diverse populations, including demonstrated ability to establish and maintain effective working relationships with staff, customers, and individuals from diverse backgrounds
  • Strong record of work in a college/university Campus Safety department.
  • Experience with building strong partnerships with local and state law enforcement agencies and other service providers who have direct engagement with our campus
  • Strong decision-making ability, organizational, budgetary, and fiscal management
  • Excellent interpersonal skills including oral and written communication

Education:
Minimal Qualifications:
A bachelor's degree is required

Preferred Qualifications: Master’s degree in criminal justice, social work, or another relevant field

Experience:

Minimal Qualifications:

  • 5-7 years of experience in Safety and Security or law enforcement in a management position
  • 2-3 years of experience working on community outreach and diversity, equity, and inclusion
  • 1-2 years of experience with Emergency Management

Preferred Qualifications:

  • History of working with diverse populations
  • Experience working with an unsworn force
  • Experience working in higher education
