JOB SUMMARYThe Safety Manager provides services including consultation, research, coordination, development, implementation, training, oversite, analysis, review, instruction, monitoring, and continuous focus on safety related programs. Using independent and judgement, this position is responsible for ensuring compliance with local, state, and federal rules and regulations and is instrumental in promoting a culture of safety throughout the District.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITES include the following. Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.
  • Develop, administer, and enhance District personnel safety programs, policies, standards, and procedures reflective of District activities. Promote and ensure compliance with local, state, federal regulations and other rules related to workplace safety.
  • Formulate, implement and manage and promote the District's Safety and Accident Prevention Program.
  • Coordinate and promote safety activities and training with departmental managers to ensure implementation throughout organization.
  • Oversee the Safety Committee and ensure the Committee remains active and effective.
  • Develop, present, coordinate safety training activities and training programs for various teams including responsibility related to AED/First Aid equipment and fire extinguisher inspection and maintenance. Provide oversight for safety consultants as required.
  • Manage the District's Emergency Response and Restoration Program and Preparedness program.
  • Partner with District supervisors to ensure District employees adhere to all local, state and federal regulations pertaining to safety.
  • Partner with the Communications team customer and public safety awareness and education.
  • Collaborate with assigned personnel to maintain and enhance the District's security program, including alarm systems, key and access card control and security audits.
  • Formulate and suggest work safety standards and enforce procedures.
  • Interpret and comply with applicable Federal, State and District policies and regulations, including necessary communications and conflict resolution.
  • Ensure Emergency Response and Restoration Plan (ERRP) is updated annually and associated emergency supplies are procured.
  • Assist in investigating, reviewing and submitting damage claims to appropriate District personnel.
  • Investigate workplace injuries, incidents, near misses, tampering with utility property/equipment, potentially unsafe conditions and threats made toward employees or district property. Provide written investigation analysis to supervisor and incorporate lessons learned into District Safety Protocols.
  • Ensure timely follow-up and feedback on all safety suggestions, concerns or complaints.
  • Assist Human Resources in the administration of workers' compensation program.
  • Oversee the Department of Transportation (DOT) required substance abuse program.
  • Research, develop and recommend solutions and track resolution.
  • Assist Human Resources with ensuring that the District complies with all Labor and Industries (L&I) and Occupational Safety and Health Administration (OSHA) reporting requirements.
  • Conduct on-site safety inspections and audits, provide follow up recommendations and submit written reports to supervisor
  • Conduct safety orientations for new employees.
  • Partner with Human Resources to develop and maintain light duty program opportunities.
  • Keep informed about new safety products, materials and equipment that would assist in accomplishing the District's goals and objectives.
  • Represent the District at various community, schools and industry groups as assigned.
  • Ensure that all employees are kept current on current safety technologies, arrange training as necessary and certify employee proficiency.
  • Maintain safety files and records, in accordance with District policy and local, state and federal regulations.
  • Other duties as assigned.

Typical Qualifications

  • Associate degree in related field and five years of experience and/or training
  • Continuing education or college level courses preferred.
  • Five (5) years of utility industry experience perferred.
  • Associate Safety professional (ASP), Certified Safety Professional (CSP), or Certified Utility Safety Administrator Certification (CUSA) or Certified Loss Control Professional (CLCP) or other relevant Safety Credential designation preferred.
  • Must have, or ability to obtain First Aid/CPR/AED Certification.
  • An equivalent combination of education and experience that would provide the necessary knowledge, skills and abilities to successfully perform the essential functions of the job may be substituted.

KNOWLEDGE, ABILITIES AND SKILLS
  • Must have general knowledge of electric and water utility operations, standards and practices.
  • Working knowledge of governmental safety rules, regulations, guidelines and acts as required by OSHA, WISHA, DOT and other such agencies.
  • Must have the ability to effectively make sound decisions, develop solutions to situations and train others.
  • Must have the ability to understand, follow, and communicate accurate, clear and concise written and verbal information and instructions.
  • Must develop a thorough knowledge of District accident prevention procedures and tools and applicable governmental regulations.
  • Must have math, reading and writing skills required for the job functions.
  • Must have the ability to assess work requirements and coordinate and effectively assign personnel, equipment and materials to accomplish the work.
  • Must be familiar with the format and administration of contracts for labor, equipment and/or materials pertaining to safety.
  • Must have the ability to work harmoniously with all departments, promoting cooperation and a culture of safety throughout the organization.
  • Must have the ability to anticipate needs of work groups, employees and management.
  • Must have the ability to tell when something is wrong or is likely to go wrong. It does not involve solving the problem, only recognizing there is a problem.
  • Must have the ability to handle sensitive data in a confidential matter.
  • Must be proficient with personal computer applications associated with this position such as MS Outlook, Excel and Word.

ADDITIONAL REQUIREMENTS
Must successfully complete a criminal background check. A standard Monday through Friday work schedule is expected to be maintained, with additional hours as needed.
WORKING CONDITIONS AND PHYSICAL DEMANDSThe work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job, While performing the duties of this job, the employee is regularly exposed to indoor and outdoor environments, subject to adverse weather conditions and noise. Outdoor settings include all types of property and site conditions including open spaces, timberlands, urban developments, uneven terrain, building construction sites, and road rights-of-way. Job functions on and around mechanized equipment will present the need for alertness and safety awareness. Job functions will require working in the proximity of energized high voltage lines, cables and equipment. The job functions include working with persons who exhibit many types of personalities and behaviors. May encounter the need to work with hazardous materials.
This position may require work hours in excess of 40 hours per week. Responds to after-hours phone calls or call-outs, including day, night, and weekend.
RESIDENCY REQUIREMENT
Jefferson County PUD requires the candidate in this position to reside within Jefferson, Kitsap or Clallam County. The residency requirement must be met within six (6) months of hire date.
Jefferson County PUD provides a robust benefit package to all full-time employees. The following summary describes typical benefits available. Actual benefits may vary by position type. Please reach out to our Human Resources team for specific benefit information.
Medical, Dental, Vision and Rx Insurance: Comprehensive medical, dental and vision insurance plans. The PUD pays 100% of the monthly premium, regardless of the number of dependents covered. Insurance is effective the first of the month following employment.
Health Reimbursement Arrangement (HRA VEBA): HRA VEBA plan is a health reimbursement arrangement (HRA) for employees to use for qualified health care expenses of the employee and eligible dependents while employed and upon separation of employment. Employees contribute, through payroll deduction, tax-free contributions of $75 per month. The PUD contributes $50 per month.
Retirement: The District is a member of PERS and participation is mandatory for employees in eligible positions. Both the employee and the employer make contributions to the PERS system. Employee contributions are made on a tax-deferred basis. New employees may choose between PERS Plan 2 and PERS Plan 3.
The PUD participates in the Washington State Deferred Compensation Program (457 plan). DCP allows employees to defer a portion of their paycheck for investment for retirement similar to a 401(k). The PUD matches employee deferrals at 50 cents per dollar, up to a total match of 4% from the PUD.
Paid Time Off: The PUD utilizes a PTO program. New employees are offered 20 days of PTO each year. PTO accrues at 6.15 hours per biweekly pay period. Accruals increase with longevity of service after 3 years.
Holidays: The PUD recognizes 11 holidays and provides two floating holidays each year. The second floating holiday is available for use after six months of employment. Floating holidays must be taken during the calendar year in which the floating holiday is earned. At 5 years of employment, employees are offered 3 floating holidays each year and 4 floating holidays each year after 10 years of employment.

Disability Insurance: The PUD offers a short-term disability policy, beginning on the 41st hour you are unable to work, that pays 70% of your salary for up to 180 days. A separate long-term disability insurance applies after 180 day waiting period.
Life and AD&D Insurance: $50,000 through Standard Insurance.
Wellness Reimbursement: The PUD offers up to $275 per year in expenses related to wellness activities and items such as exercise equipment, massage therapy, gym memberships, etc.
Tuition Reimbursement: The PUD encourages employees to continue their education to further their professional development. The PUD reimburses up to $2,500 for employees to attend coursework outside of regular training.
