Project Overview:

Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era.

 

The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities – Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory – as well as operations and maintenance buildings, utilities, other support facilities.

 

Position Summary:

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed. 

Selected applicant needs to be able and willing to work night shift (5:30pm to 4:00am) and weekends as needed.

 

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

 

Responsibilities:

  • Manages the WTCC Nuclear Safety team for DFLAW. Ensures Nuclear Engineering, Nuclear Safety, and Nuclear Licensing requirements are implemented and maintained to support safe and compliant operations.
  • Maintains the LAW DSA, LAW TSR, LAB HAR, and supporting PrHA including annual updates and change packages.
  • Ensures that changes to program documents and implemented controls remain aligned and follow the Configuration Control, Safety Evaluation, and USQ processes.
  • Responsible for the Potential Inadequacy of Safety Analysis (PISA) and related processes for the programs managed. Responsible for supporting Plant Management/Operations in issues related to Nuclear Safety to ensure safe and compliant operations.
  • Receives operational supervision from the WTCC Nuclear and Chemical Safety Manager. Works with WTP Nuclear Safety Engineering on coordination of overall Nuclear Safety Program compliance.
  • Conducts annual performance reviews in accordance with approved procedures and holds career development discussions.
  • Inputs to, owns and reviews project schedules and approves staffing estimates for personnel for jobs assigned.
  • Keeps informed on the status of all Nuclear Safety discipline activities with respect to schedule, budget, work quality and client satisfaction, and contributes leadership, experience and expertise in the solution of difficult problems.
  • Works closely with the customer and stakeholders on Nuclear Safety issues and program documents. Monitors the use of available engineering computer programs, technical advances and management control techniques on the projects assigned.
  • Formulates and recommends for approval, plans and programs for assigned projects. Champions the creation of a work environment, supported by leadership, which fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction on the project or program.

 

Skills and Qualifications:

Basic Qualifications:

  • BS or higher degree in Nuclear/Chemical/Mechanical or related engineering degree with a minimum of 13 years of progressive relevant experience in Engineering/Project Management with a minimum of 4 years in a nuclear facility.
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site.
  • Candidates possess the right to work and remain in the US without sponsorship.

 

Minimum Qualifications:

  • Extensive technical knowledge of Nuclear Engineering systems, calculations, applications of Nuclear Safety methods and materials for Nuclear Engineering problems.
  • Knowledge of DOE regulatory codes and design criteria in all engineering disciplines.
  • Excellent communications and interpersonal skills. Proficient in coordination and communication with client representatives.
  • Experience in development and maintenance of a DSA, TSR, and Hazard Analysis. Experience in a USQ or USQ-like process.
  • Detailed knowledge of integration of Design and Safety Basis at a DOE managed project.
  • Experience implementing DOE Standard 3009-94 or other Safe Harbor methodologies. Familiarity with NS&E Engineering processes and procedures.
  • Practical experience implementing the PrHA process.
  • Working knowledge of industry and regulatory guides, codes, and standards.
  • Demonstrated skill in supervision. Excellent listening, oral and written communication, planning and organizational skills.

 

Preferred Qualifications:

  • Extensive technical knowledge of Quality, engineering systems, engineering calculations, applications of engineering methods and materials, to ensure the design is cost effective, in accordance with applicable safety, health, environmental regulations, customer requirements and engineering codes and standards.
  • Thorough knowledge of business practices, project forecasting and project control tools for monitoring and tracking performance is required.
  • Experience in resolving complex technical problems and the ability to articulate explanations is essential.
