Job description

The Safety & Human Resources Business Partner is responsible for orchestrating key Safety and HR initiatives across our diversified New York operations, including mining, hot mixed asphalt plants, and a full service ready-mixed concrete business. This role transcends traditional oversight-it's a clarion call to instill a collaborative safety culture, to delve deep into human behaviors, and to sculpt our workforce into safety-conscious, engaged pillars of excellence.
Essential Functions
Safety

  • Implement and oversee Site Safety Team (SST) gatherings and strategies, fostering teamwork and collaboration in devising safety solutions to minimize risks and reduce undesirable trends.
  • Lead the charge in Behavioral-Based Safety (BBS) programs and metrics, placing emphasis on understanding, predicting, and steering coworker behaviors toward optimal safety.
  • Lead activities to achieve best-in-class safety performance throughout aggregates, hot mixed asphalt plants, and ready-mixed concrete operations.
  • Drive Company health and safety strategies and tactics within the New York Region.
  • Work closely and collaborate with regional, area and site management to improve safety systems, reduce risks, and help assure effective and consistent implementation of company safety processes and best practices.
  • Lead the incident investigation process. Assist with developing incident reports, root cause analysis, corrective action plans, and incident communications.
  • Recommend solutions to issues, improvement opportunities, or new prevention measures.
  • Conduct proactive audits and assessments to identified opportunities for improvement.
  • Manage third-party safety and health services, such as hearing tests, occupational health sampling, and specialized training.
  • Conduct occupational health sampling. Manage medical surveillance as needed.
  • Maintain complete and accurate regulatory and departmental safety and health records.
  • Support an injury free workplace by:
    • Participating in safety meetings and discussions, employee engagement and recognition.
    • Leading site audits, area inspections, and equipment inspections.
    • Organizing and leading safety training.
    • Organizing, capturing, and communicating proactive safety activities and measures.
    • Facilitating continuous improvement activities.
    • Ensuring contractor compliance and auditing on the job practices.
  • Ensure safety compliance with standards for:
    • The Mine Safety and Health Administration (MSHA) and The Occupational Safety and health Administration (OSHA).
    • State & Local Municipalities

Training & Development
  • Lead and manage all aspects of safety training, including but not limited to determining training needs, coordinating training classes, developing lesson plans and materials, conducting training sessions, teaching safety courses, and maintaining training records.
  • Curate and refine specialized training curriculums for each location, weaving in TBS and BBS ideologies.
  • Coordinate and lead training and development training throughout the region.

Culture & Collaboration
  • Be the torchbearer for a safety culture rooted in teamwork, behavioral assessment and human factors engineering.
  • Facilitate inter-departmental collaborations, sharing safety best practices and knowledge across operational domains.
  • Maintain a high level of presence and engagement with all coworkers with a laser like focus on listening to their ideas and suggestions with a goal of continuous improvement.
  • Conduct coworker engagement interviews, prepare reports, and develop improvement plans.

Human Resources
  • Drive HR strategies and functions including recruitment, onboarding, training, and development.
  • Manage Coworker relations, addressing concerns, resolving disputes or misunderstandings.
  • Promote a positive and inclusive company culture.
  • Oversee the maintenance of records, ensuring compliance with all privacy and legal requirements.
  • Work closely with the Payroll and HR Administration Team to ensure accurate compensation and records.
  • Assist in annual open enrollment process and communicate benefit plans to coworkers.
  • Ensure legal compliance by monitoring and implementing applicable human resource federal and state requirements, conducting investigations, and representing the organization at hearings.
  • Prepare and participate in negotiations and arbitration cases.

General
  • Establish departmental goals, objectives, and budgets.
  • Build rapport with internal departments, coworkers, and external organizations.
  • Participate in continuing education to update knowledge of HR and Safety regulations, best practices, and innovations.

Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Occupational Safety and Health, Engineering Technology or related field.
  • Proven experience in developing and executing training programs.
  • Extensive knowledge of MSHA, OSHA and DOT regulations with applied experience.
  • Minimum Experience:
    • 2-3 years of experience in HR with a strong emphasis on safety, compliance, and training.
    • OR
    • 2-3 years of experience in Safety in a manufacturing or mining environment.
  • Strong public speaking and presentation skills.
  • Ability to inspire, lead, and ensure adherence to training standards.
  • SHRM-CP, SHRM-SCP, ASP, CSP, or CMSP certification is a bonus.
  • Proficiency in Microsoft Office Suite.
  • Valid driver's license and compliant with NESL Driving Standards.
  • Must be able to respond to emergencies after scheduled work hours and during weekends.
  • Must be able to travel to multiple sites and projects throughout the assigned area of coverage. 80% travel is typical for this position. Must be able to travel overnight.
  • Must be able to work nights when necessary to support nighttime operations.
