Your job in the department is to . . .
Provide guidance in the administration and implementation of Central Lincoln’s safety program. Coordinate safety activities with other departments and provide administrative and technical advice to supervisors and employees to ensure safety control mechanisms.

Ensuring compliance with all Federal and State safety laws and regulations and Central Lincoln’s safety procedures and processes.

Essential Functions

Develop, update, and implement programs such as, but not limited to, hearing conservation, chemical inventory/control, hazardous communications/SDS, ergonomics, and others:
  • Schedule and provide or arrange for required annual audiometric testing.
  • Update safety data sheets (SDS) web platform information as needed.

Safety Meetings:
  • Conduct and support monthly safety meetings for field personnel.
  • Conduct and support quarterly safety meetings for office personnel.
  • Plan, develop, and deliver or arrange delivery of safety-related training to multiple departments.

Coordinate Safety Program:
  • Provide counseling and technical support to employees, supervisor managers and other stakeholders.
  • Assist HR with fitness for duty determination.
  • Investigate incidents, onsite personal injuries, property damage, and vehicle accidents during, and after hours. This includes apparent cause and root cause determinations as appropriate. Document and report investigation results, including lessons learned and corrective actions. Safety Coordinator will lead the investigation; sometimes, they are part of an incident investigation team
  • Implement the plan and monitor the results of the plan.
  • Conduct and train staff for completing accident investigations and documentation when third parties damage PUD facilities.
  • Ensures accident documentation packages are being completed and submitted in a timely manner.

Training:
  • Ensure compliance with federal and state regulations by understanding existing laws and rules, interpreting standards, enforcing adherence and advising management on needed actions.
  • Advise and assist managers and supervisors in promoting a safe work environment.
  • Recommends procurement, use, and installation of safety or hazard control equipment.
  • Coordinate annual emergency evacuation drills. Coaches’ managers, supervisors and employees on expected roles, responsibilities and protocols.
  • Conduct Public outreach trainings.

Safety Inspections:
  • Conduct regular safety inspections to identify workplace hazards and implement hazard controls before accidents occur.
  • Determine whether any employees are using unsafe safety practices and may need more training
  • May lead both routine and non-routine accident and quarterly safety inspections.
  • Oversees the annual inspections of all fire extinguishers, first aid kits and automated external defibrillators.

Administer Central Lincoln’s FR Clothing Program.

Administer Central Lincoln’s Avian Protection Program.
  • Provide research and development of avian construction and materials.
  • Involved in national research and development.
  • Provide training and materials.
  • Work with USF&W & OF&W for reporting and permits.

Complete special projects and other duties as assigned to meet team, department and Central Lincoln goals while actively demonstrating accountability and responsibility for achieving desired outcomes and measurable results.
  • May serve as Safety Officer in Incident Command System Command Staff.
  • May serve as liaison to County Emergency Services during emergencies or disaster events.

Knowledge of:


  • General knowledge of pertinent federal, state, local laws, regulations and standards as well as Central Lincoln policies and procedures covering safety.
  • Working knowledge of Occupational Safety and Health Administration (OSHA), Department of Transportation (DOT), National Fire Protection Association (NFPA) and other applicable safety regulations, policies, practices, and procedures.

Skill or ability to:

  • Collect data from a variety of sources; organize, plan and present recommendations to management staff and operations personnel.
  • Research alternative courses of action beyond prescribed guidelines.
  • Determine correct or efficient courses of action.
  • Develop management recommendations and prepare backup material to substantiate any requests for changes in procedures.
  • Implement changes in policies and procedures.
  • Foresee trouble spots in a proposal, project, or program.
  • Recognize hazardous or unsafe conditions, work methods or equipment and then implement or recommend corrective action.
  • Demonstrate cultural competency through respectful, inclusive work habits and through the valuing and welcoming of cultural differences in all position responsibilities.
  • Prepare budget estimates, maintain records, and prepare reports.

Minimum Qualifications and Progression

Minimum Education Level
High School Diploma / GED
Minimum Experience Level
Four years plus
Specifics: Increasingly responsible experience in safety program administration. Experience in an electric utility is preferred.
Substitution Note:Any combination of education, experience and training which demonstrates the ability to perform the required job functions may be qualifying.
Certifications
Certifications Required.
Specifics: First Aid, CPR and AED required. Certified Loss Control Professional (CLPC) preferred.
Driver’s License
Oregon Driver's License required.
Specifics: This position requires the ability to drive either a personal or company owned vehicle to conduct business for Central Lincoln.
WORKING CONDITIONS
Job Conditions: Work is performed in both office and field environments: Work in the office environment is sedentary in nature, requiring ability to process oral communication and the ability to enter and read information on a computer. Work in the field environment may require bending, climbing, crawling, stretching, pulling, pushing, standing, twisting, and walking over uneven ground. There is a common exposure to dust, pollen, traffic, and fumes. Fieldwork may be performed in adverse weather conditions such as snow, rain, wind, flooding, summer heat, etc. When in the field, a significant amount of driving is required.
Work Location: Central Lincoln-Newport, Florence, Reedsport.
Travel: Travel occasionally via traditional modes of transportation (including airline travel) over long distances, some of which may involve one or more night stays out of town, both within and outside the state of Oregon.
