Project Safety Coordinator
The Project Safety Coordinator will report to the on-site MSR-FSR Project Manager (PM) and will also have direct access to and support from the FSR EHS Manager and MSR-FSR Global EHS Director.
Position Description
The Safety Coordinator will contribute to project success by serving as the primary Safety Advocate for the workers PM, to ensure the protection of people, property, and the environment. This role requires continuous engagement with the workforce throughout the day, and ready availability to meet urgent support needs for incident response, ad hoc support requests, etc. This will require periodic schedule flexibility to observe shift activity for hazard assessments and to provide safety coaching and training support.
The client worksite is a multiemployer workplace with numerous companies providing a wide variety of services that involve hazardous activities controlled by either the site owner or other contractors. The FSR Safety Coordinator is responsible for understanding the nature of site activity hazards and fostering cooperative relationships with other site safety personnel, to ensure the highest degree of hazard communication and situational awareness and protection is maintained by and for our workforce, where potentially exposed to such hazards.
Responsibilities:
This position may support one or more MSR-FSR projects at a single location and be part of a collaborative safety team, depending upon the needs of the program(s).
SAFETY LEADERSHIP & COLLABORATION

  • Promote the MSR-FSR Leadership attitude of Safety being an intrinsic value basic to both organizational and personal responsibility and success at all levels.
  • Stay abreast of site-wide safety issues and concerns through open communication and collaboration with other on-site Safety Professionals and MSR-FSR project team.
  • Serve as the Program Management Safety Representative among the workers, in meetings, interacting with other companies, and any external agencies.
  • Continuously reinforce the value of active workforce participation and engagement in the Safety Program and encourage continuous feedback.
  • Continuously reinforce incident prevention and response protocols with our people.
HAZARD IDENTIFICATION & ASSESSMENT
  • Ensure familiarity with relative federal and regional safety laws, as well as client site and prime contractor requirements, as applicable.
  • Conduct initial and periodic hazard assessments. Review the contract Scope of Work with the PM(s) and compare with the Initial Hazard Assessment to determine if all known or reasonably anticipated hazards have been adequately addressed.
  • Conduct daily evaluations of the workplace, equipment, activities, and document both conforming and nonconforming conditions.
  • Lead causal factors investigations of incidents, and unsafe conditions or activities. Report findings and recommendations to PM(s) with focus on recurrence prevention, including any improvement opportunity or best practices observations.
HAZARD PREVENTION & CONTROL
  • Continuously monitor the jobsite to ensure that adequate controls remain in place for hazards previously identified.
  • Identify and document newly emerging hazards and appropriate controls as the project matures and activities change, recommending most effective and efficient ways to mitigate risk, based upon the hierarchy of controls.
  • Identify and elevate any barriers workers have to completing their tasks according to required safe work practices.
SAFETY TRAINING / COACHING
  • Identify all client site and associate contractor training requirements applicable to MSR-FSR workers based upon the hazard assessment.
  • Maintain awareness of the training status of MSR-FSR workers and provide safety briefings, Toolbox Talks, and any follow-up training required based upon situational needs, either in an individual or group setting.
  • Provide safety coaching and communicate safe work requirements to the workforce and PM to ensure that all workers understand the nature of the job hazards, how to identify increased risk, and what their rights and responsibilities are under the Safety Program.
  • Ensure that all MSR-FSR workers understand and are capable of following emergency/incident response, reporting, and follow-up care procedures.
SAFETY PROMOTION AND COMMITTEE SUPPORT
  • Serve as a member of the MSR-FSR Oregon on-site Safety Committee.
  • Support and promote client and company safety initiatives and programs designed to enhance a strong intrinsic safety culture.
PROGRAM EVALUATION AND IMPROVEMENT
  • Provide weekly status reports to the Project Manager using assigned reporting tools for Key Performance Indicators, incorporating inputs from contributing workers.
  • Evaluate the adequacy and effectiveness of Site-Specific Safety Plans and elevate improvement opportunities to the EHS Director.
POTENTIAL DAY TO DAY EXPECTATIONS
  • Impactful verbal and written communications, and conflict resolution.
  • Lead site accident investigation, identify root causes, preventative and corrective actions.
  • Steward preventative and corrective actions to completion and report status to management.
  • Assist in creating a lessons learned presentation for incidents.
  • Engage in weekly meetings with EHS.
  • Learn Federal, State, and local regulations.
  • Interprets company policy and applies them to specific operational circumstances, assists with development of new policies and procedures and obtains organizational buy-in and commitment.
  • Data evaluation and identification of leading indicators
  • Provide guidance and participate safety committee under Oregon requirements.
  • Provides hands-on training to workers.
  • Confirms that all workers received training in emergency response, incident reporting and hazard communication.
  • Supplement site safety orientation training
  • Assist in EHS inspections and audits.
  • Participate in compliance with OSHA and site safety requirements.
  • Assist with EHS programs, for example, toolbox talks, observation program, JHA, and physical demands analysis, etc.
  • Participate in the training and assist in the management of respiratory protection, fit testing, fall protection training and inspections, ergonomic assessments, cord and tool inspections, MEWP training, driver training, confined space, asphyxiation hazard evaluations, noise concerns, material handling, waste disposal, PPE, etc.
  • Adhere to strict confidentiality for EHS and medical concerns.

Critical Success Requirements
  • This is an active and participative "servant leader" role designed to help our people maintain appropriate safe behaviors through coaching and influence. It is not a "Safety Cop."
  • This position requires a demeanor that is approachable, respectful, and participative, with the ability to demonstrate professionalism and maturity.
Qualifications
  • Ideally, at full performance level, the Safety Coordinator should possess a mix of some formal safety education, relevant experience, and certifications, where strength in one area may substitute for others, based upon project needs and candidate attributes.
    • NOTE: Some initial qualifications may be waived for internal candidates based upon potential, past performance, aptitude, and recommendation of a Manager, with expectations that the candidate would work towards full performance level qualification.
  • Professional safety certification -- Construction Health & Safety Technician (CHST) or a similar certification program is preferred.
  • Associates degree /Technical Training in Safety or related field with focus on Loss Control, Risk Management, Construction Management, Industrial Hygiene, Safety Supervision.
  • Minimum 2 years of safety related experience.
  • Working knowledge of applicable Federal & State Safety laws, (i.e., OSHA/OR OSHA)
  • Ability to communicate clearly in English both verbally and in writing.
  • Computer literate: Word, Excel, Outlook, PowerPoint, Etc.
  • Ability to work outside in extreme weather conditions, walk/stand for long periods of time, traverse unfinished terrain, and climb stairs and ladders to access catwalks and other similar construction areas, and wear appropriate Personal Protective Equipment.
  • Ability to periodically travel to the local regional office as needed.

Safety/Work Environment:
  • Wearing a clean room suit may be required for this position
  • Walking up to 5 miles per day
  • Climbing multiple flights of stairs
  • Ability to walk extensively, bend, climb and lift repeatedly throughout the day; must be able to lift up to 50 lbs. repeatedly throughout the workday
  • Machines / tools used: Computers, Hand Tools (Pliers, Snips, Scissors, screwdrivers, wrenches, etc.), Flashlight, Digital Thermometer, Tape measure, Label maker, Rolling Carts, Full-Face Respirators, SPM Flexes, BAPA units, Climbing Harnesses, Ladders etc.
  • Materials used: PPE (Hardhat, safety glasses, safety Boots, gloves (Latex/nitrile), ear plugs, specialty gear as needed, etc.), Heaters, jackets, Vulcan tape, cleanroom tape,
  • Workstation: Office - Sitting/Standing desk, Keyboard, Mouse, Multi monitor, Laptop, and Chair.
  • Fab, Sub Fab, Utility level corridors: Work performed at heights (4'-50'), in tight and/or confined spaces, around hot or cold machines in a busy environment.
