RN Manager of Clinical Applications
Boulder Community Health, Boulder, CO 80303
$49.48 - $74.23 an hour – Full Time, Days. 40 hours a week.
Boulder Community health is seeking an RN Manager of Clinical Applications. In this role, you will be responsible for managing the overall customer service and support of the Clinical Applications used within Boulder Community Health.

Qualifications

•  Bachelor of Science Degree in Nursing, Nursing Informatics, Systems Analysis & Design, or other healthcare or technology related field is required. Relevant masters degree preferred.  

•  Registered Nurse preferred

•  Valid Colorado driver’s license required

•  Related certifications preferred

Responsibilities

Supervises Clinical Application Analysts and other assigned personnel.  Responsible for the work activities and development of the Clinical Applications Analysts and other assigned personnel including:

  1. Monitors personnel matters to include interviewing and hiring of new staff, maintaining timekeeping records, approving leave and compliance with human resources and employee health policies
  2. Maintains employee’s work schedules to maintain at least minimum staff coverage and assigns work to departmental staff as appropriate
  3. Provides timely feedback, both positive and constructive, to employees concerning work performance, and document same.
  4. Facilitates conflict resolution as appropriate.
  5. Evaluates work performance, provides counseling, discipline and terminations as appropriate and in accordance with hospital policy
  6. Completes employee performance appraisals and develops or review competence of staff by due date.
  7. Ensures that job descriptions and standards of performance exist for all staff positions within the supervisor’s span of control and updates them at least annually.
  8. Establishes and maintains an orientation plan and ensures the orientation of all new personnel to the department, utilizes orientation check list and skills inventory according to department needs and reviews them annually
  9. Identifies and meets staff educational needs and monitors staff development activities.
  10. Develops, evaluates, implements and supports departmental policies and procedures, goals and objectives, and standards of work for clinical systems.
  11. Ensures compliance with all hospital, division and department policies and procedures as appropriate.
  12. Evaluates and recommends staffing (to include qualifications and number), capital and space improvements, and acquisition of supplies, equipment, and purchased services during budget preparation and as indicated.
  13. Rotates the “IT Director on Call” (a.k.a. IZOD) responsibility with other managers/directors and manages system problems and communication after normal business hours. 

Works with Customers and Information Systems Staff to Analyze System/User Needs and Provide Excellent Customer Service

  1. Ensures that user’s requests, work orders and vendor issues/tasks are prioritized and completed in a timely and satisfactory manner. Monitors the use of the internal and vendor problem/request tracking software and ensures that assigned staff keeps current documentation on all assigned tasks. 
  2. Implements service level agreements, monitors and tracks performance against the established metrics and communicates performance to staff and customers on a regular basis 
  3. Works with physicians, nurses, and other hospital staff to enhance their use, efficiency, and productivity of the Clinical Applications and communicate their concerns/needs to the Director of Clinical Application Services and/or the Chief Information Officer.
  4. Continually reviews application/system operations to identify weaknesses, operational or workflow problems, and other areas that need improvement.
  5. Assists in evaluating systems, preparing end user and functional system requirements, an analysis of alternatives, and implementation of new systems or enhancements to existing ones.
  6. Communicates with the department director (and CIO when necessary), keeping him/her informed of problems, concerns, progress on system implementation/changes, policies, etc.
  7. Makes recommendations to software license and/or service contracts for all clinical software applications within the hospital.
  8. Assists with the development of documentation and policies/procedures regarding information systems. Assures all appropriate departments are involved in the development of policies which cross department lines.
  9. Oversees testing and deployment of new Clinical Applications and ensures the integration of data, information and communication systems (i.e., interfaces) are operational.
  10. Uses a process improvement framework to maintain and/or improve information systems processes.
  11. Maintains departmental documentation on licensed hardware/software products, release levels, and vendor contact information.
  12. Works closely with other departments and administration; negotiates priorities, plans work schedules, makes job assignments, orders needed materials
  13. Works with staff, vendor partners and/or other technical resources to train staff and ensure that education on the use of the Clinical Applications is conducted.
  14. In collaboration with the Education Department, ensures the development of training schedules, training lesson plans, and written user documentation is identified and available when needed.

Develop & Implement Project Plans

  1. Creates and executes project plans, estimates timeframes, outlines specific tasks and identifies resources needed to complete projects on schedule and within budget.
  2. Assists customer departments with the implementation of clinical information systems.
  3. Monitors progress to keep projects on track by conducting regular project meetings and following up with areas that need assistance.
  4. Prepares and submits project documentation (i.e., risk management plan, communication plan, project status reports, etc.) to the assigned project team, project manager and/or the Chief Information Officer as appropriate.

Other

  1. Assists with the development, implementation, and enforcement of the information system security, disaster recovery, and continuity of operation plans for Boulder Community Hospital information systems.
  2. Assists with the development and execution of the Information Technology Strategic Plan as well as the preparation of the operational and capital budget for the department and hospital technology projects.
  3. Participates in the Change Control Board to ensure the smooth implementation of all system changes.
  4. Prepares flow charts and/or diagrams to demonstrate process flow or system operation.
  5. Supports, demonstrates and promotes ENCORE Values and effective interpersonal skills.
  6. Employees are expected to comply with all regulatory requirements, including Joint Commission Standards. 
  7. Is familiar with organization, department and job specific Environment of Care areas, including Life Safety, Utilities Management, Hazardous Materials Communications, Emergency Preparedness, Infection Control and Medical Equipment Failure.
  8. Adheres to Standard Precautions as appropriate, which may include:
  1. the use of protective barriers, as appropriate (e.g., gloves, masks, gowns, pocket masks, and/or safety glasses);
  2. handling and disposing of infectious waste appropriately; and
  3. hand washing as appropriate.
