Role: Global BCBS 239 Program Lead on the Risk Data team in Firm Risk Management Executive Director

Firm Risk Management (FRM) supports Morgan Stanley to achieve its business goals by partnering with business units across the Firm to realize efficient risk-adjusted returns, acting as a strategic advisor to the Board and protecting the Firm from exposure to losses as a result of credit, market, liquidity, operational, model and other risks.
> Background on the Position
The role will reside within the Morgan Stanley Risk Data team within the Firm Risk Management function. Risk Data is responsible for the development, management and promotion of data standards, governance, and monitoring of the Risk Data Domains (e.g., Credit, Market, Liquidity, Operational Risk) to evidence compliance with internal data governance policies/procedures, and with the BCBS 239 Principles. Risk Data provides strategic partnership across FRM and firmwide divisions to enhance Risk Data management and governance.
Risk Data seeks an Executive Director to lead and manage a global BCBS 239 team to complete the BCBS 239 Program implementation activities and manage the function to support operational compliance to the BCBS 239 data governance activities. The BCBS 239 team's remit includes strategic initiatives related to the Firm's overall compliance with internal Global Data Quality Policy standards, as well as BCBS 239 principles.
The selected candidate will lead the team in partnering with FRM Risk Domains, cross-divisional Data Offices and Technology teams across the Firm to 1) develop and drive strategic solutions for data governance, data quality management and process effectiveness and efficiency, and 2) oversee the Team's day-to-day execution of BCBS 239 responsibilities. This role will also advise senior management and functional partners on BCBS 239 compliance matters.

This candidate, who will report to the Head of FRM Risk Data Strategic Initiatives, will oversee the following team and provide high level guidance to the following processes:
Primary Responsibilities:
> Drive execution of the BCBS 239 strategy (scope, plan, milestones, monitoring, etc)
> Assist in strategic enhancements, scope expansion, and BAU implementation roadmap for the Firmwide BCBS 239 framework, necessitating cross-divisional partnerships
> Manage a global team of direct and indirect resources focused on BCBS 239 implementation and operational activities
> Provide detailed guidance and perform critical review of work products being produced by the team
> Influence changes or updates to policies, procedures and/or processes as needed to ensure adherence
> Develop processes, procedures, templates, tools as needed to support implementation and operational activities
> Co-ordinate and confer with Subject Matter Experts to interpret and apply BCBS 239 framework requirements in a practical, operational and regulatorily compliant manner, and lead analysis to provide senior management with insightful, thoughtful recommendations
> Engage with senior leadership, governance committees, and auditors/regulators to provide visibility to risk management and remediation activities and provide a holistic profile of the firm's adherence across all principles
> Lead co-ordination, management and preparations for internal and external examinations, track and monitor audit deliverables, develop and maintain a strong BCBS 239 control framework, including policies and procedures

Experience:
> Undergraduate Degree or above
> 10 years working experience (financial institution or consulting firm is preferred within global or regional Risk & Compliance or Finance roles, preferably in risk reporting or risk management)
> Strong analytical and writing skills necessary for developing guidelines and standards, with a view to adopting or establishing industry best practices
> Prior participation in Risk-related BCBS 239 initiatives
> Good understanding of process control, monitoring mechanisms and operational risk in the financial services industry
> Proven track record in managing and delivering change initiatives impacting data governance, processes and organization
> Ability to effectively and thoughtfully communicate with a wide range of stakeholders
> Strong understanding of financial risk management concepts and financial products
> Strong decision-making skills with an attention to detail
> Strong organizational and project management skills
> Strong Excel and PowerPoint skills
> Knowledge and exposure to US, EMEA and UK financial regulations including BCBS 239 and Basel III pertaining to Risk Data aggregation/reporting is preferred

Expected base pay rates for the role will be between $160,000 and $250,000 per year at the commencement of employment.  However, base pay if hired will be determined on an individualized basis and is only part of the total compensation package, which, depending on the position, may also include commission earnings, incentive compensation, discretionary bonuses, other short and long-term incentive packages, and other Morgan Stanley sponsored benefit programs.
