Job Description
The Utah Department of Transportation (UDOT) is seeking a highly skilled GIS professional to be part of a great team to help the Central Right-of-Way Division meet its property inventory and surplus property goals. As a Senior GIS Analyst, you will help "Keep Utah Moving" by innovating transportation solutions that strengthen Utah's economy and enhance our quality of life.
More specifically, you will develop, implement, and follow a written business plan that leads to the creation of a comprehensive Central Right-of-Way GIS applications or GIS-related tool suite that will support Project Development and UDOT needs on a broader level. This functional work product will include numerous geospatial layers that are A) published for targeted consumption, and B) help to enhance or create agency-wide situational awareness, and C) are accompanied by professional training resources (e.g., quick start use guides, mini-manuals, brochures, short videos, or a combination thereof). Some examples of relevant layers include mapping surplus property, corridor preservation parcels, leased properties, water rights, and with appurtenant water right reservations, and other useful right-of-way features. The program priority is to begin capturing and mapping all new assets in real-time, with a secondary focus on capturing and mapping historic records.
Principal Duties
As a Right of Way Senior GIS Analyst, you will:
  • Find, identify, organize, track, and display UDOT-owned properties across the state.
  • Maintain a sustainable property inventorying and mapping process for all UDOT-owned land.
  • Identify processes for reconciling title defects, and other historic land record problems as they may relate specifically to, or interfere with, statewide parcel mapping functions.
  • Create GIS polygons representing each UDOT parcel (COGO of legal descriptions).
  • Show right-of-way limits for each state route and facility. Create specific attributes for each parcel.
  • Apply Right of Way design principles and practices in broad areas of assignments and related fields. Enter data into a Geo-referenced database.
  • Examine deeds, deeds of trust, liens, judgments, easements, and plats/maps to determine ownership, encumbrances, and to verify legal descriptions.
  • Determine property lines.
  • Complete title searches and abstracts to identify ownership of property, easements, and Right of Way in the County Recorder Office and other relevant repositories.
  • Extract and organize data; perform quality control to ensure accuracy and completeness of all ownership data; research source documents and/or coordinate with others to resolve missing or conflicting data and other anomalies.
  • Develop, improve, maintain, and perform quality control processes of the identification and tracking of ownership data.
  • Search, retrieve and/or research public and private records (abstracting) in accordance with applicable state and federal laws governing access to these records.
  • Analyze chain of title and preparation of reports outlining title-related matters.
  • Examine deeds, deeds of trust, liens, judgments, easements, and plats/maps to determine ownership, encumbrances, and to verify legal descriptions of property.
  • Research and manage UDOT owned water rights and shares.
  • Research and verify legal descriptions.
  • Other duties and tasks as assigned.

The Ideal Candidate
The best person for this position will have at least one of the following:
  • At least four years of GIS or related experience OR,
  • An Associates degree in GIS, Geography, Computer Science, or a related field AND at least two years of GIS or related experience OR,
  • A Bachelor's degree, or higher, in GIS, Geography, Computer Science, or a related field.
A valid driver's license is required.
Preferences
  • Experience working with water rights.
  • County property abstract research experience.
  • GIS-related credentialing and knowledge.
Knowledge, Skills, & Abilities
Here are some of the knowledge, skills and abilities that are typically associated with the job, though not all- inclusive:
  • Ability to use GIS tools to support UDOT's property inventory needs across divisions. Specifically ArcGIS Pro version 2.8.6+.
  • Ability to edit features in a versioned geodatabase, including a basic understanding of SQL queries.
  • Ability to work with relational database tables from Oracle databases.
  • Ability to effectively problem solve, and develop sustainable program solutions.
  • Ability to formulate professional communication strategies.
  • Ability to create meta-data and document existing and new workflows.
  • Ability to analyze, summarize and/or review data and report findings, interpret results. and/or findings, discuss and/or make recommendations with appropriate parties.
  • Ability to arrange, coordinate, or schedule time and details in a fast-paced and high production volume work setting.
  • Ability to communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing, such as reports, letters, and/or studies.
  • Ability to support UDOT leadership in communication efforts with internal and external stakeholders.
  • Ability to work well with others in a team environment.
  • Ability to listen and take clear verbal or written direction well.
