Revenue Tax Specialist Trainee (Upward Mobility)


The Illinois Department of Revenue is seeking to hire 2 (two) highly motivated Revenue Tax Specialists for the Chicago Collections Field Compliance office. We seek individuals who can multi-task, demonstrate exemplary organizational and communication skills to assist and help taxpayers resolve tax delinquencies. The individuals will receive supervised instruction and on-the-job training in the performance of all phases of the manual and automated collection processes, account adjustment and billings, taxpayer registration, and taxpayer information. The individuals will complete assignments of increasing difficulty for the purpose of gaining experience and developing skills to collect delinquent tax liabilities and returns, interpret tax laws, assist taxpayers by telephone and in person, adjust accounts, register taxpayers, compute penalty and interest, complete assignments, and other routine and recurring functions relative to tax collecting and processing work assignments. Essential Functions

  • Under immediate supervision, receives six to twelve months of closely supervised instruction and on-the-job training, accepting and completing assignments of increasing difficulty for the purpose of gaining experience and developing skills that allow the trainee to collect delinquent tax liabilities and returns, interprets tax laws, assist taxpayers by telephone, correspondence, or in person, adjust accounts, register taxpayers, compute penalty and interest, and other routine and recurring functions relative to tax collecting and processing of work.
  • Completes training which includes indoctrination and instructions in current Illinois state tax laws, rules and regulations, Program Area workflow and work procedures, collection techniques, including commonly used terminology, acronyms, and utilization of various tax related forms and documents.
  • Receives training in the performance of all phases of the manual and the automated collection process, account adjustment and billing, taxpayer registration, and taxpayer information.
  • Receives training related to communication skills, business writing, telephone and interpersonal competence skills.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four years of college; OR four years of work experience providing tax related support functions within a program area at the Illinois Department of Revenue.

Qualifying state employees in the employee Upward Mobility Program, may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this class.

Conditions of Employment

  • Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
