        About the Office of the Comptroller

 

The Office of the Comptroller ensures that the more than $50 billion in annual transactions authorized by the general appropriations act and supplemental appropriations are executed in accordance with all statutory requirements and recorded in compliance with accounting standards. We also oversee capital assets, federal funding inflows, and other transactions. We also own and maintain statewide payments and payroll systems, safeguarding critical financial information. We operate in support of our partners, the financial staff at more than 150 departments and agencies across the Commonwealth.

The powers and obligations of the Office of the Comptroller are generally dictated by M.G.L. c. 7A.

 

         Team

The Office of the Comptroller Non-Tax Revenue (NTR) Unit, directed by a Unit Manager, provides statewide oversight and services to Commonwealth of Massachusetts agencies to assist and enhance revenue collection and recovery. Oversight includes ensuring departments adhere to 815 CMR 9.00 and MGL Chapter 7A.  Services and tools provided include managing and maintain the statewide billing system BARS, procuring and managing statewide contracts for electronic payments, payment card industry security standards, lockbox check processing, revenue maximization vendors, and debt collection services. To perform these duties, the NTR Unit consists of a Unit Manager, Revenue Operations Coordinator, AR Revenue Coordinator, e Revenue Coordinator and Outreach Coordinator.

          Position Summary

 

The Office of the Comptroller Revenue Operations Coordinator reports directly to the Non-Tax Revenue team manager within the lager group of Contracts, Vendors and Non-Tax Revenue.  The Revenue Operations Coordinator is a member of a professional team and will interact with individuals at state departments and within the Office of the Comptroller while coordinating and monitoring assigned activities.  The Revenue Operations Coordinator will review and analyze data concerning non-tax revenue programs and systems, provide technical assistance and advice both within and outside the office and analyze and document revenue related system issues and incidents. The Revenue Operations Coordinator will make recommendations for development and implementation of new and improved systems and procedures impacting non-tax revenue programs, and design and produce standard and ad hoc computer-generated management reports.  The Revenue Operations Coordinator will perform related work as required to meet the goals and objectives of the Unit.

               Specific Duties

 

The Revenue Operation Coordinator would be responsible for implementing assigned revenue expansion projects.  Responsibilities would include:

 

        Participate and assist in implementations, maintenance and support of all non-tax revenue programs and activities.

        Review and analyze data concerning non-tax revenue programs, regulations, financial reports and documents to determine progress and effectiveness.

        Make recommendations for development of changes in policy, procedures, guidelines, etc. and to devise methods of accomplishing program objectives.

        Become proficient with each BARS nightly cycle job and its annual roll in the BARS business process. 

        Primary point of contact to analyze and diagnose system problems as identified by ESS (CTR technical team) and provide documented technical solutions.

        Understand the fiscal year close process as it affects non-tax revenue activities and operations.

        Provide technical assistance and advice to internal and external stakeholders.

        Respond to inquiries and maintain a liaison relationship with various entities.

        Participate and assist in technical research and analysis of department revenue requests.

        Analyze and document revenue related system issues, create system incidents in tracking software and develop test plans for system patches.

        Generate queries from the data warehouse (CIW) to research issues, perform analysis and create reporting.

        Design and produce standard and ad hoc computer-generated management reports.

        Maintain a liaison with various private, local, state, and federal departments and others to exchange information and/or to resolve accounting and reporting issues, problems and concerns related to non-tax revenue programs and requirements.

        Confer with department and other staff to determine needs assessments for non-tax revenue activity.

        Understand the Intercept web application, its functions, technical specifications, and have a relationship with both the Comptroller's ESS Systems Unit (network group) and ESS Technical and Operations units. 

        Test all technical functions as required.

        Participate in relevant procurement.

        Coordinate and monitor assigned activities.

        Meet the requirements for working with sensitive data.

Salary Range    NAGE Grade 16: $ 80,750.80 - $ 117,600.60

 

Salary range is per the Salary range is per the Unit 6 Collective Bargaining Agreement between the Commonwealth of Massachusetts and the National Association of Government Employees. Salary is determined in accordance with the collective bargaining agreement and Commonwealth hiring guidelines.

This position may be eligible for the federal Public Service Loan Forgiveness (PSLF) program administered by the Federal Government.

 

              CTR Hybrid Work Model

 

CTR began operating its hybrid work model on November 1, 2021. Under this policy, employees are currently required to work a minimum of four business days per month (two set by management and two set by the employee) on-site at CTR's Boston office and may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the telework policy. Under this policy, all employees must be able to report to the Boston office with little or no notice, even including the same workday should an exigent circumstance arise. Therefore, reasonable proximity to the office is necessary. CTR does not reimburse employees to travel to the office.

In addition, the successful candidate may be required to work primarily on site in Boston during the initial training and orientation period and/or for certain positions a primarily on-site role may be necessary.

Required Skills

 

This position requires a motivated self-starter with knowledge, technical skills, capabilities, and attributes that include:

 

        At least 5 years professional work in the field of accounting, auditing, finance, or a related business discipline, an advanced degree in a related discipline,

        Knowledge of Governmental Accounting and/or strong accounting background

        Ability to write concisely to express thoughts clearly, and to develop ideas in a logical sequence,

        Ability to gather information by examining records and documents, and by asking questions, as appropriate and necessary,

        Ability to assemble items of information in accordance with established procedures,

        Solid and experienced user of Microsoft Office Suite of tools including Access, Word, PowerPoint, Outlook and related software,

        Advanced Microsoft Excel user: demonstrated ability to create spreadsheets that incorporate advanced Excel features and formulas including ability to build complex queries (SQL), spreadsheets, tables, etc. for control accounting, financial management and audit purposes.

prioritize multiple tasks seamlessly with excellent attention to detail,

Preferred Qualifications

 

The candidate must be a self-motivated, disciplined individual who completes tasks in a timely manner and who can work both independently and as part of a team.  Preferred qualifications include demonstrated knowledge and understanding of the following:

 

        Knowledge of the Commonwealth's enterprise accounting system (MMARS).

        Knowledge of the Commonwealth's non-tax billing and Accounts Receivable system (BARS).

        Familiarity with the Commonwealth Information Warehouse (CIW) and ability to query non-tax revenue related               tables.

        Knowledge of the business functions and missions of state government agencies and their interrelationship with           state accounting and billing systems.

        Demonstrated skill in expressing highly complex departmental business and technical requirements and                         information into clear, concise and effective reports for management.

        Professional experience in project management, electronic data processing, WEB development, system analysis,         accounting and financial management is preferred.

        Knowledge of computer software applications and programs, including Microsoft Access/Word/Excel/Project,                 Power BI, Tableau, etc. is preferred.

        Two or more years of demonstrated revenue management experience is highly desirable.

        Knowledge of the principles and practices of state accounting including terminology.

        Excellent written/oral communication, writing and coordination skills are highly desirable.

        Demonstrated ability to express ideas in writing using appropriate language, organizing ideas, applying analytical         research and presenting factual information.

        Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, etc. governing assigned        department activities, including non-tax revenue.

        Ability to travel within the Greater Boston area and across the Commonwealth of Massachusetts may be required           from time to time.

 

Minimum Entrance Requirements

 

Applicants must have at least (A) five years of full-time or equivalent part-time professional experience in electronic data processing work, of which (B) at least three years must have been in work in which the major duties included computer systems analysis or (C) any equivalent combination of the required experience and the substitutions below:
