DESCRIPTION OF WORK
The Resiliency Program Manager (RPM) is responsible for planning, developing, and implementing a statewide resiliency and risk analysis program. The RPM acts as a liaison between PEMA and county and municipal Emergency Management staff, supporting resilience measures including emergency preparedness, planning, recovery, mitigation, and grants. Work includes developing, reviewing, analyzing, researching, interpreting, and proposing plans and policies related to establishing resilient communities. The RPM's work is complex and analytical; however, it needs to be presented in a manner that is understandable to a varied group of end users.

Work Schedule and Additional Information:
- Full-time employment.
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time after comprehensive on-site training is completed. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- Two years of experience as an Emergency Management Specialist (commonwealth title); or
- Five years of professional experience in the development, coordination, or promotion of emergency-related programs such as disaster relief, public safety, and Emergency Management in government, industry, education, or the military; and a bachelor's degree; or
- An equivalent combination of experience and training that includes three years of professional experience in the development, coordination, or promotion of emergency-related programs such as disaster relief, public safety, and Emergency Management in government, industry, education, or the military.
Special Requirements:
- This position requires possession of an active motor vehicle license.
- All positions require certification in the following courses from the FEMA Emergency Management Institute:
- IS-100.C: Introduction to the Incident Command System
- IS-700.B: An Introduction to the National Incident Management System
- IS-800.D: National Response Framework, An Introduction
- IS-2200: Basic Emergency Operations Center Functions
Other Requirements:
- This particular position requires 2 years of experience in applying climate change and natural hazards as they impact community infrastructure and community lifelines.
