Job description

The Celestar Corporation has been issued an IMMEDIATE Task Order to provide support to the Department of State Bureau of International Narcotics and Law Enforcement Affairs (INL). As a result, we're looking for a Multilateral Affairs Program Assistant who will be seated in Washington, DC. If interested and qualified, we welcome you to post for this challenging opportunity.
SECURITY CLEARANCE: A Secret security clearance is required for the position; however, the contractor may begin work with an interim Secret clearance
PERIOD OF PERFORMANCE: One (1) Year from the Date of Assignment with the potential for four (4) follow-on Option Years.
BACKGROUND
The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President's principal foreign policy advisor. The Department of State's mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.
The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.
INL's Office of Global Programs and Policy (INL/GPP) serves several important U.S. policy and program functions. For the Bureau's Front Office, INL/GPP serves as the focal point for Multilateral Affairs and manages the Bureau's relationship with international organizations, including with the Group of Seven (G-7), the United Nations, the Organization of American States, and the European Union. To this end, INL/GPP manages Bureau participation in the counternarcotic, anticorruption, and anti-crime policy-making bodies within the United Nations, in addition to participation in policy and program coordination dialogues with other multilateral entities. Additionally, INL/GPP is responsible for managing processes and procedures for Bureau funding to an increasingly wide-array of international organizations, including the review of more than 100 letters of agreement between INL and these organizations in a given calendar year.
LEVEL OF EFFORT
Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours per day.
LOCATION
The physical work location is the INL/GPP offices at State Annex (SA-01), Columbia Plaza 2401 E St. NW, Washington, DC 20520.
TRAVEL
Travel is authorized for this position in accordance with the award.
TRAINING
There is mandatory training required for DoS-specific equipment, systems, and processes (reference 13 FAM 300 Agency Mandated Training), which shall be completed promptly and in accordance with Department policy.
DUTIES AND RESPONSIBILITIES
Support for Funding to International Organizations:

  • Assists in the coordination of INL's funding to the United Nations (UN) and other International Organizations (IO).
  • Assists in coordinating processes and preparing for USG review and approval of legally binding letters of agreement (LOA) with international organizations, including clearance and signature.
  • Assists in coordinating processes and preparing for USG review and approval of Anticipated Performance Completion End Date Adjustments (APCEDA), including clearance and signature. Assists INL/GPP in its outreach with INL Program Offices to address and resolve implementation challenges and in its efforts to ensure that each IO is satisfying the terms and conditions of the LOA.
  • Assists INL/GPP in records management related to LOAs with IOs, including maintaining INL/GPP's "How To" page on the INL SharePoint site and INL/GPP's repository for quarterly reporting.
  • Assists in distributing and analyzing the content of INL's universal quarterly reporting requirement for the IOs to ensure it follows established government procedures, to include the creation and implementation of the INL quarterly reporting template.
  • Assists in analyzing Bureau trends related to Bureau funding for IOs, including through the development of charts, graphs and analytical memos.

Support for Interagency Delegation Preparations:
  • In support of the INL/GPP Supervisory Foreign Affairs Officer/Team Leader for Multilateral Affairs, assist in the coordination of U.S. participation in multilateral negotiations at the global and regional level.
  • Coordinates and supports U.S. delegations to anti-crime and anticorruption UN meetings, including but not limited to the UN Commission on Crime Prevention and Criminal Justice (CCPCJ), UN Transnational Organized Crime Conference of Parties (UNTOC COP), UN Convention against Corruption Conference of the States Parties (UNCAC COSP), Asia-Pacific Economic Cooperation (APEC), and Group of 20 (G20) Anticorruption Working Group (ACWG).
  • Provides logistics and administrative support by preparing documentation, briefing materials, necessary correspondences, organizational and obligating documents, related to multilateral negotiations and expert groups.
  • Supports INL efforts to liaise with the U.S. Mission to International Organizations in Vienna (UNVIE) and other posts as needed, by coordinating logistical arrangements for U.S. delegations, including working with post to secure hotel reservations, delegation meeting rooms, travel meeting schedules, U.S. hosted side events and other meetings.
  • Works with the U.S. interagency to coordinate substantive input in the development of U.S. position papers on meeting agenda items.
  • Coordinates substantive inputs within the Bureau and with the U.S. interagency as needed, for the creation of U.S. position papers for INL Front Office bilateral meetings and agenda item discussions.
  • Provides administrative and other support to U.S. representatives during the negotiation of resolution texts with other member states within the range of his/her expertise.
  • Provides administrative support to the INL Front Office for bilateral meetings and central plenary discussions of multilateral meetings.
  • Supports the preparation of reporting cables on overall meetings and INL Front Office bilateral meetings.
  • Supports the Supervisory Foreign Affairs Officer/Branch Chief on drafting, reviewing and amending procurement requests and other documents required to obligate funding through the International Organizations and Global Drugs and Crime Policy budget lines, including contracts, grants and letters of agreement with international organizations.

MINIMUM QUALIFICATIONS
  • U.S. Citizenship.
  • A Bachelor's Degree from an accredited institution.
  • Two to four years' experience in relevant field; Demonstrated knowledge of specific country issues, including specialized knowledge of international narcotics and law enforcement, or similar type programs sufficient to ensure project work is in compliance with management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines;
  • Proven knowledge of Federal policies and procedures including methods of providing assistance and the Federal budget process;
  • Ability to communicate effectively, both orally and in writing, with a wide range of players;
  • Demonstrated ability to provide advice, guidance, and consultation with regard to the interpretation and application of analysis;
  • Experience drafting US government reports and documents, such as the INCSR, embassy cables, and other documents.

PREFERRED QUALIFICATION
  • At least two years of experience in providing administrative and logistical support.
  • Demonstrated knowledge of the obligating mechanisms, namely LOAs, used by INL in its engagement with International Organizations.
  • Demonstrated effectiveness working in team settings.
  • Strong interest in multilateral diplomacy, international organizations, transnational organized crime and drug control issues. Experience with international organizations or multilateral settings preferred.
  • Demonstrated experience working with the Department of State.
  • Demonstrated experience developing and implementing programs focused on drug control and/or criminal justice, preferably with INL.
