This is a Full-Time, Non-Civil Service position with Metro Action Commission.
The Metropolitan Action Commission is seeking an agency Research Analyst (RA). Performs professional duties involved in analyzing and designing complex research studies and implementing ways of measuring efficiency and effectiveness of administrative and operational problems, programs, or policies. Performs related duties as required. The RA will work to provide information to agency team members to make decisions that assist with the continuous quality improvement (CQI) process for program performance and meeting the organization’s goals which includes customer outcomes. Work collaboratively with agency team members and community organizations to promote the agency’s 2Gen/Whole Family approach to service delivery. Utilize the Human Services Value Curve to achieve service area and organizational outcomes. Uphold the Mission, Vision, Values and Philosophy of the Metropolitan Action Commission.

Typical Duties:
- The RA will design and lead initiatives to evaluate child and family outcomes, program performance, and inform decision making that include data analyses, visualizations, and tools for internal and external stakeholders’ use. The RA may provide supervision to the Data team. The RA will be assisted by several direct data team members. The work will focus on agency programs as well as examining community needs and issues effecting individuals impacted by the effects of poverty in Davidson County.
- Managing analytics strategy.
- Leading strategy that supports the organization in identifying and then answering the most important questions facing the human services system: questions that will impact program performance, fairness, and customer satisfaction (CQI).
- Implementing next generation tools, including predictive analytics to get the right information to the right people at the right time.
- Representing MAC on projects with foundations and providers that bring together multiple stakeholders to improve the services received by Davidson County residents.
- Recommending data, technology, and system architecture that meet best-in-class standards.
- Managing and supporting collaboration among all MAC units to help improve and track outcomes for families and children.
- Ensuring that data is collected and organized to allow for quick and in-depth research and reporting (Data Quality and Integrity).
- Devises various studies to analyze administrative or operational problems, programs, or policies.
- Identifies data to be collected and determines collection methods. Collects and analyzes assorted data manually or by using a computer.
- Details problems, provides supporting evidence and makes recommendations to appropriate personnel (Technical Report Writing).
- Determines appropriate presentation methods to disseminate data (Data Visualization). Defends findings to department management.
- Devises KPI for outcome measurement, process Improvement & control, and cost analysis.
- Maintains close liaison with analysts in the fields of planning, personnel, and budgeting. Studies requests to resolve specific problems.
- May publish findings in various journals (Research Design).
This classification may directly supervise the work of a support staff and/or other Research Analysts.
Employee receives general supervision and reports to a management-level supervisor or his/her designee, who is consulted on unusual or complex matters.
This classification may work under direct supervision of the Executive Director.
Minimum Qualifications:
Bachelor’s degree in Research, Analytics, or a closely related field and demonstrated experience related to statistics, analytics, research, data management, or economics.
OR
Master's degree in a closely related field and demonstrated professional experience related to statistics, analytics, research, data management, or economics.
Preferred Experience, Knowledge, Skills, and Abilities:
- Thorough knowledge of statistics.
- Working knowledge of various types of analyses used in operational studies and appropriate circumstances in which to use them (Research Design).
- A visionary thinker: Someone who passionately seeks out new ideas and ways to strengthen areas of organizational weakness.
- A real leader: Someone who has experience in driving change through an organization. This person is someone who builds strong staff relationships and creates a positive work environment for a talented team of data experts, where the team is motivated to do their best and have clear, challenging, attainable goals and measured outcomes.
- A problem-solver: This person doesn’t overreact to problems, but gets the facts, gathers others’ perspectives, and then figures out ways of moving forward. This includes having experience in developing analytic approaches to find solutions.
- A good speaker: This person will be comfortable delivering clear, organized, and persuasive messages, including addressing the media on areas of expertise.
- Possess excellent interpersonal and communication skills. Ability to work collaboratively in a fast-paced environment.
- Skill in collecting information from various types of research materials. Ability to analyze administrative problems and recommend improvements. Ability to develop policies independently.
- Ability to interpret statistical data (Both Qualitatively and Quantitatively).
- Shall be a resident of the State of Tennessee or become a resident of the state within six (6) months of employment with the Metropolitan Government.
