Summary
As a Repair and Alterations Program Specialist, you will provide a wide range of programmatic expertise and guidance on the accomplishment of capital improvements and other renovations impacting facilities in the Region's inventory.
Location of Position: Public Buildings Service, Planning Division, Portfolio Management Branch, Tacoma, WA.

Duties
As a Repair and Alterations Program Specialist, you will:
  • Serve as an expert resource and Program Specialist in the direction and ongoing administration of the regional Repair and Alterations (R&A) Program.
  • Conduct financial analysis of designated building operations and develop input used to assess future capital budgets, particularly in terms of projecting short and long range needs for significant repairs, alterations or modernization projects for assigned Federal facilities.
  • Conduct complex analytical studies that are of special interest to Portfolio Management and cross-divisional activities or programs, and participate in unusual, controversial and sometimes highly sensitive aspects of any or all property management related programs.
  • Schedules the regular evaluation and inspection of the region's owned portfolio through BAT, BER and other facility assessment programs.
  • Completes technical reviews of data and information contained in systems of record to include verification of project information, scopes and estimates to ensure completeness and accuracy.

If selected, you must meet the following conditions:
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security's e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-13 salary range starts at $109,546 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized experience is experience interpreting and applying regulations, policies and procedures pertaining to an asset management and Repair and Alterations Program; reviewing technical and engineering decisions about building structures impacting capital development projects; and experience in construction management and cost estimating.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
We will use a method called Category Rating to assess your application.Here's how it will work:
You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
  • Knowledge of engineering decisions, building structures and their impact on capital development projects and strategic business decision-making.
  • Knowledge of building operation and maintenance and engineering concepts, principles and practices.
  • Comprehensive knowledge of financial guidelines and policies and their relation to a Repair and alteration program, property management and other asset management programs.
  • Knowledge of qualitative and quantitative techniques to analyze the effectiveness and efficiency of programs.
  • Knowledge of capital development strategies, performance measurement theories, concepts and systems, including related program analysis, management and evaluation methodologies and relevant research principles necessary to perform portfolio, reinvestment, asset management, and Repair and physical condition assessments for assigned facilities.
  • Skill in identifying problem areas, conducting research, evaluating complex technical data, and making decisions or recommendations of a highly critical nature.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
