General Definition
The Philadelphia International Airport (PHL) is seeking an Air Service Development Manager with five years of experience in airport property management for a medium or large hub Airport and knowledge of aviation industry trends. PHL seeks candidates able to execute short- and long-term marketing plans on a regional to international scale, direct route network planning and/or navigate leasing and bonding property management issues effectively. The position in this class engages air carriers, ground handlers, facility developers, and other entities to offer, maintain, or increase flights to domestic and international markets and directs, through subordinate Airport Properties Specialists or contractors, the development of marketing plans, promotional campaigns, and incentive programs. Contact with air carriers, cargo carriers, travel organizations, trade delegations, federal and state agencies, Chambers of Commerce, and City officials is significant to the work. Work is performed under the direction of the Chief Revenue Officer or an Administrative Superior.

Minimum Requirements
Minimum Training, Education & Experience
The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Candidates must meet requirements within 30 days after the last date for filing applications.
1. EDUCATION:
Completion of a bachelor's degree program at an accredited college or university.
AND
2. GENERAL EXPERIENCE:
Three years of experience performing professional airport property management work or airport operations for a medium to large hub Airport.
OR
Three years of experience performing professional route analysis or network planning for a commercial airline or federal agency.
AND
3. SPECIFIC EXPERIENCE:
Two years of experience performing professional Airport property management work at the advanced performance level which has included providing technical guidance to lower level properties specialists on lease content, bonding requirements and related property management issues
OR
Two years of advanced performance level experience performing professional Airport route analysis or network planning for a commercial airline or federal agency.
OR
Two years as an Executive Assistant in the Division of Aviation Revenue Division with delegated authority for commercial air service and cargo development programs reporting to a Deputy Commissioner or equivalent division head.
NOTE: Certification as an Accredited Airport Executive by the American Association of Airport Executives may be substituted for one year of general experience.
Completion of a master's degree program at an accredited college or university, with major course work in airport management, business, marketing, economics, or public relations, may be substituted for two years of general experience.
NOTE: Selective Factor Certification may be utilized, as needed, to fill specific positions.
In accordance with Civil Service Regulation 11.032 - the appointing authority may request certification of eligible candidates with the specified experience, education, and/or training to fill specific positions in this class. Certification to fill such position will be made from the highest ranking eligible candidates on the eligible list who possess the specified qualification.

Physical & Medical Requirements
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Required Licenses & Certifications
Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Commercial Airline/Airservice Development Manager.
Must be able to pass and maintain SIDA (Security Identification Display Area) and AOA (Airfield Operations Area) clearance.

For so long as the person is employed by the City, the amount of the payment as set forth in the payment agreement (not to exceed, for any pay period, twenty percent (20%) of the person's gross pay for such period, without the person's consent) shall be withheld from each paycheck until such payment agreement is fully satisfied.
Such person shall also be required to certify as a condition of employment that he or she is fully current on any and all debts, taxes, fees, judgments, claims, and other accounts and obligations due and owing to the Philadelphia Gas Works (PGW) or has voluntarily entered into a payment agreement with PGW.
Failure to enter into a payment agreement shall result in the cancellation of the appointment and removal from the certification. The name of the eligible candidate will be returned to the eligible list.
