Eagle Harbor Solutions, a Koniag Government Services company, is seeking a Release Train Engineer with a Public Trust Clearance to support EHS and our government customer. This is a remote opportunity.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
The SAFe Release Train Engineer will act as a servant leader as part of an agile team to deliver high value process automation solutions that contribute to the success of our IT application development. Working independently and collaboratively with our teams a SAFe Release Train Engineer will keep the development teams focused and instruct/coach professional contributors.
Partnering with key technical, operational, business, and support stakeholders; this role acts as a team facilitator, constantly challenging old norms while keeping the team focused on the goals. This role will facilitate and coordinate all agile ceremonies and oversee the building of the team’s backlog to ensure alignment with the workstream’s strategic vision, goals, and objectives.
  • Provides overall guidance for workstream team to adhere to agile principles and practices. Arrange, facilitate and schedule meetings, demos and decision-making processes to ensure that the proper collaborative process is in use. This includes team backlog grooming, estimating, and sizing efforts, program increment planning, standups, and retrospectives.
  • Works with workstream leads stakeholders and team members to continuously improve. Drive delivery and continuous improvement by utilizing feedback and metrics to identify areas of opportunity.
  • Facilitates transparency by escalating impediments and shares progress by the team to the appropriate channels.
  • Provides regular and open communication across the workstream to all stakeholders for transparency and awareness of progress and impediments. Eliminates impediments by actively addressing issues so the team can remain focused on achieving the objectives of the workstream. Actively engaged in defining and managing action items, identifying issues and risks, adjusting scope, and identifying tasks necessary to complete planned work.
  • Guides team in self-organization; encourages and motivates team to focus on iteration goals. Helps the team improve on their journey towards continuous delivery, which includes practices including continuous integration, continuous deployment and designing the solutions for release.
  • Guides solution evaluation activities across the automation capabilities to identify suitability and feasibility of automation objectives while aligning opportunities with the most relevant customer solution sets.
  • Establish and maintain close, collaborative working relationships with and between workstream leads, team members and stakeholders to provide transparency and create accountability.
  • Establish and maintain close, collaborative working relationships with and between individual execution teams, cross team collaboration, best practices, and tighter alignment in purpose.
Work Experience, Knowledge, Skills & Abilities:
  • Agile Coach for the ART
  • Includes leading 2 SAFe Trainings each Quarter.
  • Facilitates the ART level ceremonies (Inspect & Adapt, Program Increment Planning, Scrum of Scrums, ART Sync, ART Demos)
  • Cross-Olympia ART collaboration facilitator
  • Support commitments made by teams.
  • Escalate and track ART impediments.
  • Help teams understand what items are being blocked.
  • Help team link dependencies and blockers.
  • Help facilitate collaboration with other teams and ARTs.
  • Help manage risks and dependencies.
  • Help teams understand what items are at risk.
  • Help team identify how to adjust plan.
  • Ensure Jira risk ticket is entered and includes detailed risk statement.
  • Helps team with proper linkages to impacted objectives, features, stories.
  • Manage the flow of value through the ART.
  • PI Planning responsibilities (TBD)
  • Prepare and maintain structure board.
  • Prepare capacity planning worksheet.
  • Help Scrum Masters understand how to plan and calculate capacity.
  • Create PI Planning schedule.
  • I&A Schedule
  • Define, facilitate, educate, and align PI (Program Increment) solution demos with ART PI system demos working with both government and development product management teams. (IA Demos)
  • PI Planning Day 1 Kick-off meeting
  • Ensure PI Planning out brief is prepared.
  • Disseminate PI Planning Outbrief
  • Additional reporting requirements from QASP Reporting
  • Reporting & Communication Responsibilities:
  • Keeping Jira up to date (status, content, assignee, comments, fixed release, labels components, PI, etc)
  • Follows Communication Funnel (TBD)
  • Prepare and promote ART metrics.
  • Facilitates metrics updates with Scrum Masters
  • ART Sync participation reporting
  • Communicates leave with teams and management.
  • Communicates connectivity & access issues.
  • Coordinates backup personnel when unavailable
  • Assists with Continuous Improvement
  • Drives PI workshops outcomes.
Required Skills and Competencies
  • Understands and can manage organizational resources, priorities, business objectives and policies; working in a matrix environment to meet workstream timelines and goals.
  • Experience and use of agile principles and practices.
  • Experience in business analysis, project management, product management and product development. Demonstrated coaching experience (effective at getting the best out of people, driving people to their best performance, empowerment, and motivation).
  • Excellent communication, collaboration, leadership, and conflict resolution skills.
  • Experience using tools that measure and report on team performance, backlog health and continuous improvement.
  • Individual contributor with comprehensive knowledge of agile principles and practices
  • Ability to execute highly complex specialized projects; adapts precedent and may make significant departures from traditional approaches to develop, identify, and embrace new solutions.
  • Leads by example; providing support and mentoring as needed to ensure sufficient skill, knowledge, and effectiveness in the workstream development process.
  • Adept experience in leading and influencing teams and key stakeholders.
  • Executive management level presentation skills
  • Entirely self-directed, can solve business problems from inception to implementation without explicit direction.
  • Creative, flexible, and willing to continuously change, evolve, and improve workstream development processes.
  • Clear leader in the most complex and broadest scope of emerging technology and business topics
  • Demonstrated enterprise-level collaboration and system/business architecture understanding skilled at aligning opportunities with solution options.
  • Participates in key enterprise decisions and technical direction, including governing standards and operating practices.
  • SAFe SPC Certification
  • Successful candidates are subject to a background investigation by the US government and must be able to meet the requirements to hold a position of public trust.
Desired Skills:
  • CSM (Certified Scrum Master), SA (SAFe Agilist), SSM (SAFe Scrum Master) certifications
  • Experience with Atlassian Tools (Jira & Confluence)

Education and Experience:
  • Bachelor's degree in computer science or related field, or equivalent work experience
  • Five or more years of experience in Agile technology delivery and tools
  • Five or more years of Software Delivery Life Cycle (SDLC) experience
  • Five or more years of experience as a Scrum Master, preferably in SAFe, Kanban or financial services industry
  • At least one year of experience as a Release Train Engineer
  • Demonstrated leadership skills.
  • Strong organizational and analytical skills
  • Thorough knowledge of a software development project lifecycle
