The Position
The In-Home Supportive Services (IHSS) Public Authority, which is within the Comprehensive Services for Older Adults Division of Napa County is seeking a Registry Training Specialist. This position will be responsible for the training, recruitment, and retention of in-home care providers for the IHSS care provider registry.
The IHSS Program in Napa County helps over 1500 older adults and people with disabilities remain safely at home for as long as possible. Recipients of the IHSS program are able to hire a care provider of their choice to get the assistance they need to remain at home. The IHSS Public Authority care provider registry is an important resource for many recipients of the IHSS program. The IHSS Public Authority maintains a registry with a membership of over 60 care providers and provides IHSS recipients with lists of care providers and assistance to match them with a quality care provider. The primary focus of this position will be to educate providers and recipients about the Public Authority registry, assist providers in completing enrollment and orientation activities, conduct provider Registry Trainings and mediate conflicts and facilitate effective communication between recipients and providers. Typical duties may include responding to phone and email inquiries, responding to list requests, maintaining provider and consumer profiles using registry management software, reviewing DOJ results, enforcing the Registry's suspension and termination policy, coordinating and leading IHSS provider orientations and attending community outreach events. Other duties include developing and implementing recruitment and retention strategies to enhance the care provider registry and improve the experience for care providers on the registry and recipients who use the registry, developing and/or coordinating provider training designed to develop providers' employability and care giving skills, developing presentations, marketing materials and electronic informational notices and website management.
Bilingual Spanish skills are required.
This recruitment is being conducted to fill one (1) full-time vacancy. The list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.
Position Requirements
Experience and Education:Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: One year of experience in a grant funded program, community agency, or training-related activity providing direct services to clients.
Education: Equivalent to completion of two years of college with major course work in counseling, social/human services, behavioral sciences, public administration, business administration or closely related field. (Additional qualifying experience dealing with the public in a grant funded program, community agency, training-related activity, or business community, performing administrative work may be substituted for the required college education on a year-for-year basis.)
License or Certificate*: Possession of a valid California State Driver's license.
*Any license, certification, or registration required for this position shall be maintained (i.e., active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.

Bilingual Skills Examination Tentatively scheduled for the week of March 11, 2024.
Successful completion of level I (oral) and level II (written) is required.
Establish Eligible List
Tentatively by the week of April 8, 2024. Candidates who are successful at passing the bilingual skills examination will be placed on the eligibility list and may be considered for current and future vacancies for up to one year.

Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
