Role description:
Arcadis seeks an Staff Environmental Regulatory Permitting Specialist to manage permit compliance and conduct routine inspections of on-going construction projects for the California High-Speed Rail Authority (Authority). Candidates for this position must have qualified background in the Environmental Sciences with an interest in Environmental Regulatory compliance and be capable of managing complexity of permit mitigation measures. This position will be based full-time in Selma, California.
Must be able to work onsite in Selma, CA.
Management Services (PCM) to oversee the Design-Build for Construction of the California High-Speed Rail System (System) in California's Central Valley. In the Regulatory Environmental Specialist role, you will manage regulatory permit deliverables against contract schedule within the Environmental discipline for the PCM.
Role Accountabilities:
  • Biological Oversight regulatory compliance and report monitoring under California Environmental Quality Act/ National Environmental Policy Act (CEQA/NEPA), Federal Endangered Species Act Permitting (Biological Opinion), California Endangered Species Act Permitting (Incidental Take Permit 2081), Master Streambed Alteration Agreement (MSAA 1602), Clean Water Act Section 401 Certification, Clean Water Act Section 404 Permit, and Stormwater Pollution Prevention Plan.
  • Conduct field compliance inspections of construction sites.
  • Serve as a liaison between construction, Authority, and agencies.
  • Site Inspection Report writing
  • Assess and resolve compliance concerns timely.
  • Manage/Assist preparation of CEQA/NEPA reexamination, MSAA/ITP Permit Amendment and 401/404 certification deviations compliance.
  • Follow all client safety procedures while working at client sites.

Required Qualifications:
  • 4+ years active leadership environmental permitting on construction related project.
  • BA or BS in related Biological/Environmental field and equivalent work experience.

Key Skills and Attributes:
  • Experience understanding of local, state, and federal regulatory processes.
  • Well balanced people skills - resolution problem solving alternatives.
  • Demonstrated ability to drive/manage permitting processes.
  • Organization and task management (proficient in tracking spreadsheets/Excel skills).
  • Work independent of direct supervision on a consistent basis upon receiving training.

Preferred Qualifications:
  • Graduate degree in biological science is preferred.
  • State Waters compliance specialist
  • CDFW Region 4 experience

We offer nine paid holidays and 15 days PTO that accrue per year. The salary range for this position is $82,210 - $110,625.
