Regional Planner IV – Boston

Duty Statement:

MassDEP seeks an applicant for a Regional Planner IV position. Under the supervision of the Assistant Commissioner of the Bureau of Air and Waste (BAW) or their designee, the Regional Planner IV will work on advancing Environmental Justice (EJ) and EJ Principles and initiatives across all BAW Programs. Environmental Justice is based on the principle that all people have a right to be protected from environmental hazards and to live in and enjoy a clean and healthful environment regardless of race, color national origin, income, or English language proficiency. Environmental Justice is the equal protection and meaningful involvement of all people and communities with respect to the development, implementation, and enforcement of energy, climate change, and environmental laws, regulations, and policies and the equitable distribution of energy and environmental benefits and burdens.

BAW administers numerous programs in the areas of Hazardous and Solid Waste, Recycling, Toxics Use Reduction, Air Quality, and Climate Protection and Mitigation. The RP IV will work with the Assistant Commissioner, three Division Directors, and BAW staff on continued integration of EJ work in the Bureau, which is a priority across all programs. This will include continuing and expanding our work on public involvement and community engagement, serving as the point of contact on current EJ initiatives with the EJ Office, developing options and opportunities for advancing EJ, and participating in Department-wide meetings and activities.

Specific duties of this position include, but are not limited to:

  • Work with the Assistant Commissioner and the BAW Management Team to review programs for advancing EJ across all BAW program and initiatives.
  • Work with programs to implement existing and future initiatives. This will require developing a working knowledge of BAW programs and initiatives.
  • Serve as the BAW lead to implement and advance community engagement activities and provide input to staff and programs to ensure effective stakeholder meetings.
  • Create and maintain an inventory of BAW public involvement and community engagement activities.
  • Serve as BAW’s representative on the MassDEP EJ team.
  • Work with the EJ Office on Department wide EJ initiatives.
  • Develop and maintain a list of BAW-specific EJ stakeholders for community engagement.
  • Train BAW staff on EJ and keep staff up to date on BAW EJ work.

Preferred Work Experience:

  • Working knowledge of Environmental Justice work and principles.
  • Working knowledge of environmental protection programs.
  • Experience in working collaboratively with diverse stakeholder including (internal and external).
  • Experience in strategic planning, program development and program coordination
  • Ability to develop, monitor, and evaluate policies and programs as they relate to EJ
  • Experience working with local or regional government entities
  • Ability to write concisely, express thoughts clearly and to develop ideas in logical sequence
  • Demonstrated ability in public speaking and delivering presentations
  • Experience with graphics and social media content creation
  • Ability to understand, explain and apply the rules, regulations and policies governing the Division and Department.
  • Experience compiling data and conducting analysis
  • Expertise in MS Word, MS Excel, MS PowerPoint, Outlook and online platforms (TEAMS, Zoom); MS Access experience strongly desired.

Applicants must have at least (A) five years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least three years must have been in a professional capacity (C) of which at least one year must have been in a supervisory capacity, or (D) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor’s degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.*

II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental studies may be substituted for three years of the required (A)experience and one year of the required (B) experience.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.

NOTE: Educational substitutions will only be permitted for a maximum of three years of the required experience. Substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s License.
