Job description

The Department of Conservation and Recreation (DCR) manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, golf courses, skating rinks, trails and parkways.

The Department of Conservation and Recreation seeks qualified applicants for the position of Land Records and GIS Specialist, Regional Planner II.


Under the supervision of the Land Records & Database Manager, the Land Records & GIS Specialist assists with management of DCR’s Land Records and property database and conducts various GIS work including updating the open space data layer and managing and
archiving the Land Protection and Stewardship staff field data. More specifically, the Land Records and GIS Specialist will enter data into DCR’s Real Property Database and confirm that there is a corresponding entry within the GIS, including researching parcel boundaries and deed information from a variety of data sources. They also assist with quality assurance/quality control of a variety of digital products received from vendors contracted to help modernize DCR’s Land Records. Other tasks include creating, documenting, and maintaining applications in ArcGIS Online and Field Maps, assisting in field data collection and assisting in development of new database features for various programs throughout the Department.

DUTIES:

  • Assist the Land Records & Database Manager address a backlog of property records that are not properly catalogued in DCR’s Real Property Database or paper files by entering land acquisition projects into the database using legacy agency indexes and other source material.
  • Assist with creating and maintaining corresponding polygons in the GIS Protected Openspace Data Layer.
  • Assist with researching and updating DCR property boundaries in the Protected Openspace Data Layer, using a variety of sources such as registry of deeds, assessor’s data, surveys and internal resources.
  • Catalogue land acquisition project files housed in physical folders.
  • Organize and cull Land Records to reduce overall physical footprint of paper records.
  • Identify and label records located within DCR’s Land Protection files and plans collections.
  • Georeference Surveys and Plans as needed.
  • Assist in the creation of field data collection applications and related documentation, using ArcGIS Online.
  • Assist in collecting field data.
  • Assist in workflow development and documentation.
  • Assist the Land Records & Database Manager in planning and developing a new database to track pre-acquisition and disposition activities of Parks and Watershed Land Protection Programs, and other database projects as needed.
  • Assist with training of land protection and legal staff in use of Real Property Database and GIS applications for field data collection, and coordinate and manage data collected in the field.
  • Work cooperatively with Land Acquisition and GIS Staff on a variety of projects as needed, including using ArcGIS Online to produce maps, applications, and story maps.
  • Archive field data collected by Land Protection and Stewardship staff each year and upload fresh data set for the following year of
collection.
  • Perform quality assurance quality control checks on scans and paper records returned from vendors to ensure legibility and to verify all documents were scanned.
  • Coordinate efforts with GIS staff to ensure all data and applications meet standards set in the GIS office.
  • Other related records, database and GIS duties as required


Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least one year must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.*

II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for the required experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.
